- THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR A PROPOSAL OR QUOTE. THE VA IS NOT SEEKING PRICING OR OFFERS. This is a Request for Information (RFI)/Sources Sought Notice, issued in accordance with FAR 15.201(e), to conduct market research. This RFI/Sources Sought Notice is issued solely for information and planning purposes. It does not constitute either a Request for Quotation (RFQ) or a Request for Proposal (RFP); nor is it a promise to issue an RFQ/RFP in the future. This RFI/Sources Sought Notice does not commit the Government to contract for any supply or service whatsoever. The Department of Veterans Affairs (VA) is not seeking proposals at this time and will not accept any unsolicited proposals. Responders, and not the Government, will pay for any costs incurred while responding to this RFI/Sources Sought Notice. Vendors who don t respond to this RFI/Sources Sought Notice may still participate in any future RFQ/RFP. Information submitted in response to this RFI/Sources Sought Notice is strictly voluntary and becomes the property of the Government. The Government may modify this announcement in the future, as information changes. The Government is not soliciting offers at this time. This is an RFI/Sources Sought Notice only, to gain knowledge of potential qualified sources. A solicitation is not currently available. Responses to this request will be considered for the purpose of determining how the requirement will be stated and how the procurement will be conducted. This RFI/Sources Sought Notice is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or to award a contract. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests. This RFI/Sources Sought Notice is market research to help the Department of Veterans Affairs make acquisition decisions. The VA Heartland Network Contracting Office (NCO) 15 is looking for Small Business concerns, which includes Veteran Owned Small Businesses (VOSB) and Service-Disabled Veteran Owned Small Businesses (SDVOSB), registered in SAM under NAICS code 334220 (Radio & TV Broadcasting & wireless Communications Equipment Manufacturing), that can provide a PA System as listed in the Statement of Work on Pages 2-3 of this notice. STATEMENT OF WORK (SOW) DEPARTMENT OF VETERANS AFFAIRS CONSOLIDATED MAIL OUTPATIENT PHARMACY (CMOP) DALLAS PA System for Dallas CMOP: 2962 S. Longhorn Drive, Lancaster, TX 75134-2118 BACKGROUND: The VA Dallas Consolidated Mail Outpatient Pharmacy (CMOP) processes high volume, mail prescription workloads using integrated, automated dispensing systems from seven locations to eligible Veterans throughout the United States. The Dallas CMOP requires this PA system in case of an emergency that all employees must hear at one time, throughout the facility. Only four radios will be issued to select management employees. OBJECTIVE: The objective of this procurement is to provide and install PA equipment throughout the production floor and warehouse for emergency use only. The system shall be programmed to work with seven (7) wireless base stations scattered throughout the facility, each with their own 40-watt speaker. Four (4) unique wireless hand-held radios will be used in conjunction with the base stations to enable key personnel to broadcast in an expedited manner. This system and installation will be a turnkey project. Description of Work: The equipment shall consist of seven enclosers scattered through the facility that will house a professional one- or two-way base station radio (Motorola, RCA, Hytera, Kenwood to name a few) and the necessary accessories to power and send signals to an individual 40-watt external speaker at each location Additionally, there will be a yellow LED strobe light that will come on when broadcasting the message at each location. There will be seven locations for speakers, five for the production floor and two in the warehouse area. (Map on page 5). To initiate the message, four (4), one- or two-way professional handheld radios shall be purchased and programmed to work with the base stations. There shall be a backup battery source in case of power outage at each of the seven (7) locations. The seven (7) base stations will have dc power source connected to 120-volt outlets. These outlets and all PA equipment shall be installed by the contractor. Work shall be performed as to NOT disrupt production operations while on the floor. Weekend work may be needed to accomplish this. Work schedules shall be presented one week in advance to the COR for approval before work begins. Vendor shall provide all labor, materials, and equipment (lifts or booms) to provide installation and programming of PA equipment (turnkey installation) located at the Dallas CMOP; 2962 S. Longhorn Drive Lancaster, TX 75134-2118. Deliverables Seven (7) one- or two-way professional grade base stations Seven (7) yellow strobe lights (these will be active during the message being sent) Seven (7) enclosers to house the base stations, power supplies, back up batteries, charger, and any need cables or equipment to make this a turnkey installation. Seven (7) 40-watt speakers located at each encloser with volume control Installation of Seven (7) 120-volt ac outlets, one at each location for the primary voltage for the power supplies. Four (4) professional grade handheld radios complete with batteries and charging station, programmed to work with the base stations. All necessary tools, equipment, parts, labor, and lifts or booms for installation. CONTRACTOR RESOURCE REQUIREMENTS AND QUALIFICATIONS: All contractors must be registered in the System for Award Management (SAM) database (http://www.SAM.gov) to be eligible for a government award. All contractors providing a response as a Service-Disabled Veteran Owned Small Business (SDVOSB), or Veteran Owned Small Business (VOSB) must be registered and verified in the Vendor Information Pages (VIP) database (https://www.vip.vetbiz.gov) at the time of the offer and at the time of award. Contractor shall be required to provide documentation evidencing liability insurance coverage at the time of the offer, award and annually thereafter. NOTE: If a solicitation is posted for this requirement, it will provide site visit instructions to allow offerors the opportunity to view the workspace and be knowledgeable of the scope of services required to assist in making an offer.
