POSITION TITLE: Senior Operations Advisor MARKET VALUE: This position has been designated at the GS-14 equivalent level, ($99,908 - $129, 878 base per annum). Final compensation will be negotiated within the listed market value based upon qualifications, previous relevant experience and work history, salary and educational background. Domestic USPSCs, based on the location of the Official USAID Worksite, or the approved alternative worksite if approved for remote work, will be eligible for Locality Pay. The Personal Services Contractor hired under this contract will provide up to a maximum of 250 workdays of services on an annual basis. Created in 1994 as a distinct operating unit within USAID, OTI helps local partners advance peace and democracy in politically-transitioning countries. In support of U.S. foreign policy, OTI seizes emerging windows of opportunity in the political landscape to promote stability, peace, and democracy by catalyzing local initiatives through adaptive and agile programming. Countries experiencing a significant political transition in the midst of a disaster or emerging from civil conflict have unique needs that cannot be fully addressed by traditional disaster relief. Timely and effective assistance to promote and consolidate peaceful, democratic advances can make the difference between a successful or a failed transition. OTI assists in securing peace by aiding indigenous, mostly non-governmental, civil society and media organizations. OTI uses such mechanisms as support for re-integration of ex-combatants into civilian society; development of initiatives to promote national reconciliation; identification of quick-impact community self-help projects to meet urgent economic needs; and aid to independent media outlets and community-based organizations to help promote informed debate and broaden public participation. You are an expert in the multitude of functions that comprise program operations and management for USAID�s Conflict Prevention and Stabilization (CPS) Bureau with the Office of Transition Initiatives programs in Washington, D.C. and the field. You must be readily available to provide the required services on an intermittent basis, often on short notice with little time for preparation, and from time to time, you will be required to travel to OTI field offices that are located in countries with complex problems, often in difficult and harsh environments, with some offices located in countries with no other USAID presence as well as to the countries with the USAID Mission that will provide the regional services. You must have the ability to identify key interagency leaders in Washington, D.C. to establish and maintain professional working relationships which is critical to the success of OTI�s program implementation. Excellent analytical skills and the ability to grasp and resolve problems quickly are essential. CORE FUNCTIONAL AREAS OF RESPONSIBILITY DUTIES AND RESPONSIBILITIES The work of the Senior Operations Advisor requires teamwork, the exercise of discretion, judgment and personal responsibility. As a member of a highly operational office, you are willing and able to perform a wide range of management and administrative functions to help ensure programmatic success. You are an expert in the multitude of functions that comprise program operations and management (domestically and overseas) for USAID�s Office of Transition Initiatives (OTI). You provide services that require a high level of professionalism, knowledge, diplomacy, and expertise. You are readily available to provide the required services on an intermittent basis, often on short notice with little time or no time for preparation. You report to OTI�s Operations Bullpen Team Leader or their designee and spend a significant amount of your time working on special projects, critical issues and office priorities side by side with senior leadership across OTI�s three divisions. You will collaborate with teams across the office, providing services and expertise as requested to the Field Programs Division (FPD) regional and individual country program teams, the Program Learning and Innovations Division (PLI) teams, the Operations and Management Division (OMD) teams, and key offices supporting OTI including Acquisition and Assistance (M/OAA), Office of the General Counsel (GC) and the Office of Human Capital Talent Management (HCTM). All support to headquarter activities is transition program implementation-focused. Under the direct supervision of the Conflict Prevention and Stabilization (CPS)/OTI Operations Bullpen Team Leader or their designee, you will perform the following duties: In the advancement of specific tasks or projects, liaise with the Agency's General Counsel (GC), Office of Acquisitions and Assistance (OAA), Human Capital Talent Management (HCTM), Administrative Management Services (AMS), and other offices to ensure OTI adheres to policies and procedures and that appropriate waivers are used to enable rapid response for political transition programs overseas; Serve as subject matter expert in conducting research on and interpreting Agency policies and procedures related to USPSC issues, deviation memos, Foreign Service Limited (FSL) and other USDH appointments to include both Foreign and Civil Service, Civil Service Excepted (CSE) and GC requirements. Prepare summary papers outlining policy changes that impact OTI project implementation; Serve as a subject matter expert to OTI management on policies and procedures including federal and agency regulations pertaining to USAID and DoS operations in embassies including ADS, AIDAR, FAM and FAH; Advise on a range of operational issues pertaining to support of OTI�s field-based staff. This includes advisory services on agreements with service providers for OTI field team, administrative support, country program start-ups and close-outs and long term TDYs. Lead and collaborate with OMD teams, and as needed more broadly across FPD and PLI, in developing and writing new process or policy guidance or policy change documents for dissemination within OTI. Develop and provide training on new guidance/policy; Provide strategic workforce planning advice on personnel support services for program-funded USPSC positions including provision of guidance on the establishment of USPSC positions, review of position descriptions and market value analyses, as well as the development of justifications required by OAA and/or GC; Manage projects in support of OTI�s staff in order to advance OTI�s management and operations support objectives, including planning, organizing, directing, designing, and coordinating projects; Serve on USPSC hiring and OTI procurement-related technical evaluation committees (TECs); Collaborate with teams across the Office to develop and provide training for staff worldwide to ensure compliance with OTI policies to include both Washington and field support operations, as well as USAID regulations; Provide technical and operational support and expertise within OMD in a range of roles that may include filling management gaps at a senior level to ensure that OTI programs continue to run smoothly; and, Serve on temporary details within OTI, other USAID bureaus/offices, or other U.S. Government (USG) agencies under this scope of work for a period not to exceed six (6) months. Duties performed while on detail must be directly related to the scope of work, but may not be directly related to OTI programs or activities. SUPERVISORY RELATIONSHIP: The Senior Operations Advisor will report to the Operations Bullpen Team Leader or their designee. SUPERVISORY CONTROLS: At the GS-14 level, the supervisor provides administrative direction in terms of broadly defined missions or functions. The incumbent independently plans, designs and carries out project, studies, and programs. Results of the work are considered technically authoritative. There is no higher level official technically responsible for administering the program/project. PHYSICAL DEMANDS The work is generally sedentary and does not pose undue physical demands. During deployment on assessment teams, country start-ups, and during site visits, there may be some additional physical exertion including long periods of standing, walking over rough terrain, or carrying of moderately heavy items (less than 50 pounds). WORK ENVIRONMENT: Work is primarily performed in an office setting. If the employee travels overseas, the work may involve additional special safety and/or security precautions, wearing of protective equipment, and exposure to severe weather conditions.
