Description
NOTICE OF INTENT The National Institute of Standards and Technology (NIST) Acquisition Management Division intends to negotiate with BLUETEST AKTIEBOLAG Americas Region with headquarters located in located in Gothenburg, Sweden on a sole source basis under the authority of FAR Subpart 13.106-1(b) by the authority of FAR Part 13 Simplified Acquisition Procedures, soliciting from a single source, for Reverberation Test System (Chamber) Crating Services at Boulder, CO.� The contractor is to disassemble, crate, and prepare the chamber to ship, then reassemble, and re-test the Chamber at its destination of Gaithersburg, MD. Specific Requirements are as follows: Item 1: Disassembly and crating of Reverberation Test System (Chamber)� � � � � � � � � � � � � � � � � �Quantity: 1 Specifications: The RF Chamber (a Bluetest Inc Reverberation Test System, MDL RTS65) located at the NIST-Boulder campus must be carefully disassembled and prepared for shipping to maintain its integrity. The Chamber must be packed in two crates to allow it to fit into the laboratory on the NIST-Gaithersburg Campus. Item 2: Uncrating, assembly, and operational testing of Reverberation Test System (Chamber)� � �Quantity: 1 Specifications: After arrival at NIST-Gaithersburg, the Chamber must be unpacked, reassembled, and tested to ensure it is returned to the same operational status prior to the move. This shall be provided and accomplished in accordance with the attached Statement of Work. NAICS Code is 811210 � Electronic and Precision Equipment Repair and Maintenance, with a Size Standard of $34.0M. NIST anticipates negotiating and awarding a firm-fixed-price purchase order to BLUETEST AKTIEBOLAG for this requirement. This notice of intent is not a solicitation. No solicitation package will be issued.� This notice of intent is not a request for competitive quotations; however, all responsible sources interested may identify their interest and capability to respond to this requirement. The Government will consider responses received by established due date/time set forth in this notice. Interested parties that can demonstrate they could satisfy the requirement listed above for NIST must clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition. If competitive procedures are not used it is estimated that an award will be issued 4th Quarter of FY23. All responses to this notice of intent must be submitted to clifford.nicholson@nist.gov no later than the date and time provided herein this posting. No telephone requests will be honored. JUSTIFICATION FOR OTHER THAN FULL AN OPEN COMPETITION: Market research resulted in BLUETEST AKTIEBOLAG being the only vendor to provide preparation of Bluetest Inc Reverberation Test System, MDL RTS65 chamber for shipment to include teardown, packing, crating and, upon delivery, uncrating, unpacking, setup and testing of all proprietary chamber equipment to return chamber to same operational status prior to the move in accordance with the Statement of Work requirements provided herein.� No other vendors possessing the specific capabilities needed in this requirement are found to provide all services to include testing of chamber equipment to meet all factory specifications and preserve manufacturer�s warranty status.� No third party vendors are factory authorized to perform these services while maintaining equipment warranties.� This is necessary for minimal impact to the NIST mission.� Without this capability the project risks unreasonable delays or cancellation. �
