Description

Notice of Intent to Award a Sole Source The United States Forest Service (USFS), Special Project Operations Center (SPOC) East, intends to issue a sole-source firm-fixed priced contract under the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements, on or about August 11, 2023 to Forest Technology Systems LTD (FTS), 1065 Henry Eng Place, Victoria, BC Canada V9B 6B2 for a QD-RVT2 Quick Deploy Portable Weather Station. Justification for sole source states that at this time FTS is the only vendor that supplies ruggedized portable weather stations with the connectivity that the USFS requires for real time data acquisition. The NAICS code is 334513. USFS SPOC East intends to non-competitively award this requirement to FTS since FTS is the sole provider of QD-RVT2 Quick Deploy Portable Weather Stationwith connectivity that the USFS requires for real time data acquisition. �As a result, any contractor other than FTE would not be able to provide ruggedized portable weather stations that will interface with USFS connectivity requirements. The North American Industry Classification System (NAICS) code for this requirement is 334513 with the size standard of 750 employees. This notice of intent is not a request for proposals or quotes. However, all responsible sources may submit an offer and technical capabilities/narrative that proves by clear and convincing evidence that the rugedized portable weather station will interface with USFS connectifity requirements. If said offer and technical capabilities/narrative is received within 7 calendar days of publication of this notice, the narrative will be considered by SPOC East. All responses must be submitted to the Government point of contact at the email address shown below. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
