Special Notice Special Notice Page 2 of 2 Special Notice *= Required Field Special Notice Page 1 of 2 This is a Notice of Intent to Sole Source. The Department of Veteran Affairs, Veterans Health Administration, Network Contracting Office 8, 1201 NW 16th St., Miami, FL 33125, intends to award a sole source Firm-Fixed Price Contract to West Publishing Corporation, 610 Opperman Dr, Eagan, MN 55123-1340. The contract is expected to be awarded in accordance with FAR 8.405-6 (a)(1)(i)(B). The Purchase Order will be for West Publishing Corporation to provide CLEAR Investigative Access Software (Base plus 4 option years) for use by the Police Service at the Miami VA Medical Center, located at 1201 NW 16th Street, Miami, FL 33125-1624. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, interested parties may identify their interest and capability to respond to this requirement no later than July 26, 2023 at 4:00 PM, (EASTERN TIME, NEW YORK, USA). A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The Department of Veterans Affairs, NCO 08, will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) in order to be eligible for award. Also, prospective contractor shall be an Original Equipment Manufacturer (OEM) authorized dealer, authorized distributor or authorized reseller to the Department of Veterans Affairs for the proposed equipment/system such that OEM warranty and service are provided and maintained by the OEM. All software licensing, warranty and service associated with the equipment/system shall be in accordance with the OEM terms and conditions. Interested parties are encouraged to furnish information by email only with RFQ 36C24823Q1650 in the subject line. All documents submitted will not be returned. All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements listed to Melissa Everett by email at melissa.everett@va.gov . The capability documentation should include general information and technical background describing in detail the prospective contractor's capabilities and experience that will demonstrate the ability to support this requirement.
