Description
Notice of Intent to Sole Source The National Institute of Standards and Technology (NIST), Engineering Lab (EL), Computer Security Research Center (CSRC) intends to negotiate, on a sole source basis, under the authority of FAR 13.106(b)(1), with Kentico Software, LLC for software license renewal of the Xperience Content Management System (CMS). Background Information and Basis for Sole Source To support the ongoing operations and maintenance of NIST, EL, CSRC�s website and related cybersecurity and privacy projects, a renewal of the Xperience Content Management System (CMS) from Kentico Software, LLC, is required. CSRC is the primary website used by the Computer Security Division (CSD) to engage external stakeholders and provide access to cybersecurity publications, programs, and tools. CSD launched a new generation of the CSRC website in 2017 that relies on the Kentico CMS to create and manage content. The site hosted more than 3.6 million visitors from 240+ countries in 2022. NIST has been running the Multimedia Content Creation, Collaboration, and Production (MC3) project to develop a workflow process and technical environment to create and deliver multimedia content supporting the Information Technology Laboratory's (ITL) research projects, standards, protocols, and publications, and to provide a collaborative environment to facilitate the exchange of ideas and information.� Furthermore, Kentico is now being leveraged to provide development and test environments for the National Vulnerability Database (NVD) and the Computer Security Resource Center (CSRC).� NIST identified that the Kentico Software CMS for ASP.NET is the only COTS product that contains the following list of features that enable the Government to achieve its project objectives: ������������ Kentico leverages Microsoft Windows 2019 platform, Microsoft SQL Server 2019, and Internet Information Server 7 which utilize the Microsoft FIPS 140-2 validated modules. ������������ Kentico utilizes the Windows Server 2019 Active Directory integration which provides support for the HSPD-12 PIV smart cards. ������������ Kentico provides the ability to utilize the Facebook connector module to integrate with Facebook. ������������ Kentico implements meta-data tagging to support the current NIST Computer Security Division semantic web implementation. ������������ Kentico provides the ability to automatically generate the mobile version of the website based on default template design to support Mobile Safari, Chrome for mobile, and Internet Explorer 7 mobile. ������������ Kentico provides native functionality to use Captcha code to determine a human is registering. ������������ Kentico has been integrated into the Computer Security Division's systems that creates a collaborative environment. ������������ Kentico provides a visual workflow designer which greatly simplifies tasks. ������������ Kentico provides online marketing functionality that helps the organization track visitors to the website, has a contact management suite, has built in connectors for professional Customer Relations Management services (Data.com, Salesforce.com, etc.), as well as web analytics. A renewal of the current Kentico license is necessary to be able to use all of the listed features.� Kentico has been integrated into a working environment, and supports development and maintenance of the NVD, is integrated with the CSRC, and has a need for continued use with a richer feature set.� It is crucial to have access to these features that come with the renewed license to continue development of, and secure end user usage of this collaborative environment. The supplies or services required by the agency are available from only one responsible source and no other type of supplies or services will satisfy agency requirements. As such, the Government�s intent is to negotiate with Kentico Software, LLC to acquire software license renewal for the CSRC�s website and related cybersecurity and privacy projects. General The North American Classification System (NAICS) code for this acquisition is 513210-Software Publishers. The small business size standard is $47.0M. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, responses received by the listed due date, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing on or before the response due date for this notice. This notice of intent is not a solicitation. Any questions regarding this notice must be submitted in writing via email to Seth Kaplan at seth.kaplan@nist.gov. All responses to this notice of intent must be submitted so that they are received at seth.kaplan@nist.gov no later than the aforementioned due date.
