Description

NOTICE: THIS IS A SOLE SOURCE PROCUREMENT, NOT AN RFQ/RFP. The intent of this notice is to inform the vendor community of the National Oceanic and Atmospheric Administration (NOAA), National Environmental Satellite, Data and Information Service (NESDIS), Office of Systems Architecture and Advanced Planning (OSAAP) and the Office of the Chief Financial Officer, Performance, Risk, and Social Science Office (PRSSO) proposed contract action. This proposed procurement is for items which the government intends to solicit and negotiate with only one source under the authority FAR 6.302(a)(2)(ii). NOAA intends to award a sole source contract to the World Wildlife Fund (WWF), based on FAR 6.302-3(a)(2)(ii), industrial mobilization; engineering, developmental, or research capability; or expert services. The purpose of this procurement is to provide an expansion of research, methodologies, tools, and capacity for assessments of the socioeconomic value from Earth science information for applications, including for decision- and policy-support issues and operational contexts. The period of performance is for one (1) year base period and four (4) option periods. This notice of intent is not a request for competitive quotes or proposals. However, interested parties may identify their interest and capability to respond to the requirement no later than August 2, 2023, 12:00pm ET. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Contracting Officer.
