- Description
- The Centers for Disease Control and Prevention intends to award a SOLE SOURCE JUSTIFICATION for firm fixed price purchase order to Environmental & Medical Gas Services (EMG). EMG will be responsible for providing the installation �and services for one Powerex SEQ2007hp 20 High Pressure Gas Generator, to include the fitting of the equipment into the existing system, and will provide PM services after the installation. The DHP Laboratory Branch currently has a Powerex compressor with an associated Infinity Nitrogen Generator to provide compressed gas to 6 mass spectrometers. The existing system reduces the need for individual generators at each mass spectrometer, but constant operation of compressors results in the need to replace them. The Powerex SEQ2007HP 20 High Pressure system provides compressed air at 100psi to laboratory instruments such as mass spectrometers. The Powerex system is an oil-less air delivery system that alternates operation of 4 compressors to ensure continuous operation if one compressor fails and reduces wear and tear from continuous operation of all compressors prolonging the time to replacement. The Powerex system is the only gas generator system compatible with the existing nitrogen generator system to provide gas to the existing mass spectrometers. Additionally, other available gas generator systems do not have a delivery system that alternates compressors to reduce wear and continuous operation when a compressor fails. Research for �companies who can provide a gas generators, to include all require services, capable of providing compressed gas for liquid chromatography mass spectrometry systems demonstrated that no other provider is able to provide a gas generator to connect to the existing equipment without requiring replacement of the entire system as well as the required services for the installation . EMG is the only vendor who has the �historical knowledge and expertise of the existing systems who can provide the needed� services to install, fit, and manage the Powerex SEQ2007hp 20 High Pressure Gas Generator. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) �and 10 U.S.C. 3406. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within fifteen (15) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
