- PRE-SOLICITATION NOTICE NOI-NIAID-23-2182640� ����� **NOTICE OF INTENT NAICS � 541380 This is a Notice of Intent, not a request for proposal.� The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with KEMP Proteins, LLC to procure testing services, to include construct design, gene synthesis, cloning, expression and purification services, for the Clinical Studies Unit within the Laboratory of Infectious Diseases. The Clinical Studies Unit within the Laboratory of Infectious Diseases requires the services of KEMP proteins. This service will provide influenza proteins produced in insect cells which provide a high level of post-translational modifications. The NA and HA proteins will be used to detect antibodies from serum samples collected from participants enrolled in influenza studies and other respiratory viruses. To be used for detecting antibodies, the proteins to be used for assay should be formed in a native form. This service will provide influenza proteins produced in insect cells which provide a high level of post-translational modifications as well as a robust level of expression which keeps the service charge lower than mammalian expression system. These HA and NA proteins will be used to detect antibodies from serum samples to provide critical information on anti-HA and anti-NA antibodies as correlates of protection. Using this protein production/purification service will help the project proceed efficiently. KEMP Proteins is the maker and sole provider of the custom-made proteins that NIAID/LID has been using within these services over recent years for clinical studies; to retain consistency and comparability of data it is important to use proteins produced in the same manner as in previous studies. Importantly, Kemp Proteins also delivers intermediate deliverables such as cloned vectors and recombinant virus vectors that enable LID to produce more proteins in the section when required. The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply or service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL. �All responsible sources that could provide comparable services may submit a capability statement that will be considered by email (subject line to reference NOI-NIAID-23-2182640 to Dana Monroe at dana.monroe@nih.gov, by 5:00pm ET Thursday, July 27, 2023.� All responses received by the closing date of this synopsis will be considered by the Government.� A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
