Site Visit Information included*** The Smithsonian Institution is seeking offers to replace ACU�s for Collection Storage on 4th and 5th Floors, located at the Smithsonian Institution's National Museum of American History, 14th Street & Constitution Avenue, NW Washington, DC 20560, as described herein and the Contract Documents, including, without limitation, in the Specifications and Drawings for SF Project No. 2003112 both dated December 21, 2022. Offerors are required to demonstrate satisfaction of the minimum qualifications for this contract set forth in Section L below in order to be considered for this award. Submission instructions and requirements are set forth in Section L. Evaluation factors for qualifying offerors are set forth in Section M below. Upon the receipt of Technical and Cost Proposals and the selection of a successful Offeror, the Smithsonian Institution will execute a fixed price construction contract. The Smithsonian currently estimates the Project Magnitude to be over $10M. The Period of Performance for the Contract is 570 calendar days from the Notice to Proceed. This Request for Proposal (RFP) is intended to provide all Offerors with sufficient information to enable them to prepare and submit offers for technical and cost review and consideration by the Smithsonian Institution. This solicitation neither commits the Smithsonian Institution to pay any proposal preparation costs nor obligates the Smithsonian to procure or contract for construction or any other services. It shall not be construed as authorization to proceed with or be reimbursed for any of the costs for any of the work specified herein. The Smithsonian may cancel this RFP without prior notice. PROJECT DESCRIPTION Summary of Work The Work includes but is not limited to replacement of the air handling units also known as ACU�s in the mechanical rooms at the 4th floor serving collection storage spaces on the 4th and 5th floors. In this project, the existing air handling units to be removed are addressed as ACUs, the new units will be addressed as AHUs. ACU replacement project will occur within four mechanical equipment rooms and will be staged over a single construction period to allow temporary cooling and time for the relocation of collections if necessary. The intent of the replacement is to address consolidation of current systems, as well as future support of expanded research and conservation areas on the 4th and 5th floors. Intent of the equipment replacement is to meet conservation standards for climate control. Temporary cooling shall be provided, to maintain temperature and humidity in the collection storage spaces throughout the construction period, in accordance with the locations and parameters set out in the Construction Documents. The Offeror shall submit shop drawings and calculations of the temporary systems for approval. All temporary equipment shall be purchased and turned over to Smithsonian upon decommissioning. Intent of suggested phasing plan is to utilize temporary equipment for Phase 1 then move the same equipment into different positions for Phase 2. For this reason, only two mechanical rooms on the 4th floor can be shut down at one time. The phasing and logistics plan indicates that two rooms on the East or West wing shall be sequenced together so that (1) of the buildings (2) freight elevators can be dedicated to the construction effort. If the contractor recommends a different phasing/logistics plan, this could be changed in consultation with COTR after discussion with Smithsonian Stakeholders, the Design Manager and the AE. Contractor to submit load calculations and shop drawings for temporary cooling systems. The Contractor shall furnish and install rented or purchased rooftop air handling units to provide temporary temperature and humidity control for the 5th floor Collection Storage spaces as shown on the Drawings. The rooftop air handling units will not have freeze protection. All work associated with replacement of air handling units serving the 5th floor collection storage spaces shall be completed during the period of April 15 through October 31, 2024. Outside of this time period, chilled water will not be available for the temporary rooftop units and the units shall not be in operation
