Description
FOR INFORMATION ONLY: This Synopsis/Pre-Solicitation Notice is ONLY A NOTIFICATION that a solicitation is anticipated and forthcoming. All questions regarding this Synopsis/Pre-Solicitation should be submitted in writing to the Point of Contact(s) indicated below. Construction Project: The magnitude of construction is estimated to be between $250,000 and $350,000. The resulting contract will be firm-fixed-price. The Corps of Engineers (USACE), Seattle District, seeks to award a construction project to replace aging cables and provide a redundant source of backup power to the water pumps at the Murray Springs Fish Hatchery located at 5735 Sophie Lake Road, Eureka, MT 59917.� Existing buried cables, installed in the late 1970�s, are prone to breakdown from insulation degradation as well as potential damage from underground roots.� The existing back-up generator is located at the Hatchery and shares the same power cables. �If these cables were to fail, the consequences would be disastrous for the aquatic life.� The new generator will be propane-powered by a nearby tank, which would eliminate the potential for a fuel spill and will be located near to the pump house.� The generator will include a 3� containment curb for the purpose of mitigating oil leaks.� Transformers would be required both at the Hatchery and the Pump House which would reduce the cable size.� Transfer switches will be located on the northern exterior wall of the Pump House. The contractor is responsible for providing redundant power to be available to the pumps during construction. The existing power feeds from the hatchery building can be utilized as one source up until the main feed is cut.� In the past, the USACE has employed an emergency power generator to the site when performing work of this nature. Solicitation number W912DW-23-B-0014 will be posted to www.sam.gov website, on or about 1 August 2023. The solicitation will be an Invitation for Bids. Bids will be due no sooner than 30 calendar days after actual solicitation issuance date. See the solicitation for details about bid opening. The NAICS code for this procurement is 237130, Power and Communication Line and related Structures Construction, and the associated small business size standard is $45,000,000 in average annual receipts. The solicitation will be a 100% small business set aside. The solicitation documents for this requirement will be issued in electronic format only and will be made available online via the SAM website at www.sam.gov and PIEE website at https://piee.eb.mil under the subject solicitation number. �NO CD's OR HARD COPIES WILL BE AVAILABLE.
