- Veterans Health Administration, Network Contracting Office 5, is issuing this request for information/sources sought notice in order to identify qualified testing contractors that have the resources and capabilities to perform boiler safety device testing services for the Louis A. Johnson VA Medical Center, located in Clarksburg, West Virginia. Description of Work The contractor will provide all tools and labor necessary to perform inspection, tuning, testing, calibrating, and adjustments of burners and boiler and boiler plant controls in accordance with recommendations and requirements of VHA Boiler Plant Safety Devices Testing Manual, the equipment manufacturers, NFPA 85 Boiler and Combustion Systems Hazards Code, and VHA Directive 1810. Technical Qualifications Contractor must be a qualified testing contractor i.e., must be an individual/company that has performed testing in compliance with VHA Boiler and Associated Plant Safety Device Testing Manual in at least three other VA medical facilities. Technicians shall have completed at least a one-year trade school and have five years successful experience in this field. The experience shall be largely with institutional and industrial boiler plants. Interested & Capable Responses NCO 5 is seeking responses from entities that are interested in this procurement and consider themselves to have the resources and capabilities necessary to provide these services. Please respond with your: 1. Business name, business type, socio-economic status (e.g., Veteran-Owned, Woman-Owned, Disadvantaged Small Business, 8(a), etc.), and person of contact (including telephone number & email address). 2. Capability statement and summary of previous experience performing boiler safety device testing services for the Veterans Health Administration. 3. Ballpark cost estimate of what the Louis A. Johnson VAMC could expect to pay your company a year to perform the work described above. Responses must be submitted by 11:00 AM Eastern on July 28, 2023. Responses to the information requested above must be submitted via email to james.whisner@va.gov. This request for information/sources sought notice is for planning purposes ONLY. The results of this market research will assist in the development of (1) the requirement, and (2) the acquisition strategy (e.g., small business set-aside, full and open competition, etc.).
