REQUEST FOR INFORMATION (RFI) # 1 FOIL ASSEMBLY REVERSE ENGINEERING (AARE) 1.� This Request for Information (RFI) is issued in accordance with the Federal Acquisition Regulation (FAR) clause 52.215-3 (Request for Information or Solicitation for Planning Purposes - Oct 1997) and is published to obtain information for use by the Air Force Lifecycle Management Center (AFLCMC), Cryptologic and Cyber Systems Division (CCSD), Joint Base San Antonio - Lackland, Texas, for market research and planning purposes only. 2.� THIS RFI IS NOT A REQUEST FOR PROPOSAL, INVITATION FOR BID, OR AN ANNOUNCEMENT OF A SOLICITATION; IT IS ONLY INTENDED FOR INFORMATION OR PLANNING PURPOSES. There is no bid package or solicitation document associated with this announcement. Response to this RFI is strictly voluntary and will not affect any potential offeror�s ability to submit an offer if a solicitation is released. Any requests for a solicitation package will be disregarded. The government does not intend to award a contract on the basis of this RFI or otherwise pay for the information solicited. No entitlement to payment of direct or indirect costs or charges by the government will arise as a result of preparing submissions in response to this RFI and the government's use of such information. Submittals will not be returned to the sender. Respondents to this RFI may be asked to provide additional information/details based on their initial submittals. 3.� This RFI is being conducted to determine if there are contractors capable of performing the following service.� The US Air Force uses the Advanced Atmospheric Research Equipment (AARE) system to collect airborne and particulate samples from the air stream during an optional sortie. The air sampling pod, or foil, is mounted to the side of the aircraft. These foils direct the airflow from the outside air though ducting, and though a sampling plenum area. In this plenum area airflow is directed though a filter paper. These individual papers collect dust and debris from the air in an attempt to locate particles of interest. The collected samples are sent to a laboratory for immediate analysis upon sortie completion. This system directly supports our nation's nuclear treaty monitoring mission. The original manufacture of these air sampling foils was Lockheed, working with Sandia National Labs (SNL) in the 1960s.� The military owns the hardware but there is no supporting repair/reproduction documentation; no drawings/models or tooling, no hardware assembly information, no support SolidWorks MBD/Date info.� Neither Lockheed, nor SNL, are interested in this workload. Due to age and failing components, it has become harder and harder to repair these foils and keep this vital mission operational. TAP requires a reverse engineering effort to create drawings, models, tooling of over 150 parts in addition to a newly constructed foil assemblies to keep the mission operational. This specified effort involves meticulous measuring, 3D scanning and modeling of existing hardware. Deliverables on this effort also include traveler package, FAI reports on detail and assembled parts, material and special process certs, certificates of Conformance, and tooling. After this effort, TAP will have a complete drawing package (to include models and tooling) to competitively bid future foils purchases. This is not a redesign effort. To change the current design of the air sampling foil would require the new configuration to pass months of inspection, materials testing, stress testing, certification and the approval of the AARE configuration control board. That is beyond the scope of this contractual effort. 4.� Anticipated Period of Performance: 15 months ARO 5.� All vendors are requested to respond to the requirement by submitting a capability statement (no more than 5 pages) that includes the following items: a. Interested offerors should provide the following information: �� Company name �� Commercial and Government Entity (CAGE) Codes �� Security points of contact including address, e-mail address, telephone, and fax numbers �� CAGE Code location and security officer point of contact information b. Proof of Current Qualifications/Certifications c. Provide a high-level ROM for the effort. 6.� As indicated above, this is market research. Your responses will be used for planning purposes.
