- INTRODUCTION PURSUANT TO FAR Subpart 5.2�Synopses of Proposed Contract Actions, THIS IS A PRE-SOLICITATION NOTICE OF A PROPOSED CONTRACT ACTION. �� THIS IS A PRE-SOLICITATION NON-COMPETITIVE NOTICE OF INTENT TO AWARD A CONTRACT OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME).� The National Center for Advancing Translational Sciences (NCATS) at the National Institutes of Health (NIH) intends to negotiate a modification to increase the ceiling of an indefinite-delivery, indefinite-quantity (IDIQ) contract awarded under Solicitation Number 75N95020R00009. IDIQ Contract Number 75N95020D00011 was awarded to Zero Trust, LLC under the Solicitation. This modification will increase the IDIQ ceiling from $6,900,000 to $10,625,887 for the three (3) year ordering period from September 29, 2020, through September 28, 2023. There are no other changes to the contract. This will allow for placement of a task order for twelve (12) months for continuation of the following services: (1) Assessment and Authorization (A&A) support and (2) privacy and security engineering services. This will ensure continuation of these critical services while NCATS continues to plan and prepare the new solicitation and acquisition for these services. The A&A support provides subject matter expertise on the Information Security A&A program, analysis of all Authorization to Operate (ATO) artifacts for accuracy and completeness in support of ATO requests, and audits of Plan of Actions and Milestones (POA&M) for completeness and compliance. Continuation of these services is critical to ensure NCATS renewal of its ATO for its General Support System (GSS). Disruption of these services would risk NCATS failing to obtain its ATO renewal, which would disrupt and jeopardize multiple active and ongoing NCATS programs and projects. The privacy and security engineering services include developing system designs and/or architectures which consider security requirements, functional/operational requirements, cost, and compliance. These services ensure the security of sensitive information involved in active and ongoing NCATS projects. This includes personally identifiable information (PII) and millions of identifiable electronic health records contained within the National Covid Cohort Collaborative (N3C) which is utilized by the collaborators within a cloud environment. NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE The intended procurement is classified under NAICS code 541519 with a small business size tandard of $34 million. REGULATORY AUTHORITY The resultant modification will include all applicable provisions and clauses of the Federal acquisition Requlation (FAR) in effect through the Federal Acquisition Circular (FAC) 2023-04 with effective date of June 2, 2023. STATUTORY AUTHORITY This acquisition is conducted as non-competitive under the 41 U.S.C.3304(a)(1) under provisions of the statutory authority of FAR Subpart 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. DESCRIPTION OF REQUIREMENT Background The mission of NCATS is to catalyze the generation of innovative methods and technologies that will enhance the development, testing, and implementation of diagnostics and therapeutics across a wide range of human diseases and conditions. NCATS is at the forefront of automated biomedical experimentation, replacing hours of time-consuming basic laboratory work with systems and robots capable of conducting experiments with a fraction of the resources. This technology can both cut costs and increase productivity, which acts as a multiplier effect on research efficiency and raw output. Purpose and Objectives The purpose of this requirement is to provide the National Center for Advancing Translational Sciences (NCATS) Information Technology Resources Branch (ITRB) Cybersecurity Services (CSS) Division with day-to-day support services. Project Description A full description is included as Attachment 1 � Statement of Work (SOW). The NCATS Cybersecurity Services (CSS) Program is seeking to further its goal to support the unique NCATS biomedical research enterprise and safeguard its diverse Hybrid IT (both cloud and on-premises) resources that NCATS relies on each day to fulfill its mission. The program is committed to balancing mission needs and risk; reducing NCATS high risk areas; improving protections for data, infrastructure, and staff; and working to increase visibility into IT assets, operations, threats, and risks. These goals will be achieved via NCATS-specific initiatives and federal-wide directives and compliance requirements to promote IT management best practices of the full life cycle of NCATS IT investments, including configuration and patch management, system administration, and change and operations management. Period of Performance The ordering period for the IDIQ contract is three (3) years from September 29, 2020, through September 28, 2023. CLOSING STATEMENT This synopsis is not a request for competitive proposals; however, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency Responses to this solicitation must include clear and convincing evidence of the offeror�s technical capability of fulfilling the requirement. Responses that fail to include relevant technical capability information and all terms and conditions may be assessed as not capable of meeting the requirement. The respondent must also provide their Unique Entity Identifier (UEI), organization name, address, point-of-contact, and size and type of business (e.g., 8(a), HubZone, etc.), pursuant to the applicable NAICS code and any other information that may be helpful in developing or finalizing the acquisition requirements. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.� The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement.�� All responses must be received by 10:00 AM Eastern Time, August 4, 2023, and reference number 75N95023R00067.
