Description
Combined Synopsis/Solicitation (Best Value) The National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations/Marine Operations Center � Pacific, NOAA Ship Rainier requires annual inspection and recertification of ten (10) each 25-person and six (6) each 4-person life rafts.. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) Solicitation number NM-AN2120-23-01463-1 is issued as a firm fixed price, commercial, request for quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-04. (iv) The NAICS code for this acquisition is 541990, All Other Professional, Scientific, and Technical Services; the small business size standard is $19.5M. (v) Line items are as follows: CLIN 1:� Pick Up From Newport, Oregon and Deliver to Inspection Facility. CLIN 2:� Inspection. CLIN 3:� Certification and Repack. CLIN 4:� Return from Inspection Facility to Newport, Oregon. (vi) Description of requirements for the items to be acquired:� The vendor is to provide the services as described in the attached statement of work. (vii) Date(s) and place(s) of delivery and acceptance and FOB point.� FOB Destination delivery is required no later than December 16, 2023 to: NOAA Ship Rainier Attn: Dale Morrison 2002 SE Marine Science Drive Newport, Oregon 97365 (viii) All applicable provisions and clauses are attached in a separate document. (ix) Defense Priorities and Allocations Systems (DPAS) and assigned ratings is not applicable. (x) Offers shall be submitted electronically to https://app.smartsheetgov.com/b/form/229af759d04146789361e23c806fb70c no later than 1000 hrs PST, July 27, 2023.� NOTICE TO OFFERORs: Instructions for submitting quotations under this request for quote must be followed. �Failure to provide all information to aid in the evaluation may be considered non-responsive. �Offers that are non-responsive may be excluded from further evaluation and rejected without further notification to the offeror. �All quotes must be submitted to the above Smart Sheet Link. Quotes at a minimum must include the following: 1. The Request for Quote (RFQ) number; 2. The Name, Address, Telephone Number, and SAM Unique Identifier of the Offeror; 3. A statement specifying the extent of agreement with all terms, conditions, and provisions included in the RFQ. Quotes that reject the terms and conditions of the RFQ may be excluded from consideration; 4. Acknowledgment of Solicitation Amendments (SF-30), if any. 5. Demonstrate understanding of the statement of work/need with a detailed material specification or data sheet, pictures of the item, and authorized OEM letter to sell or distribute their products. 6. An itemized/detail breakdown cost of the quote that will reflect the entire price under this RFQ. (That would include, if applicable, the following: Material Cost, Labor, Travel, Freight/Delivery, Etc.). 7. A copy of the liability insurance (please ensure is up to date). (For Services Only) 8. Please provide at least three detail jobs with references performed within the past three years that are the same or similar in scope. 9. Vendor shall provide a point of contact that includes name, telephone number, emails, contract value and a detail description of the work performed. 10. Vendors must provide documentation which identifies them to be a SOLAS and/or USCG approved service center and authorized to provide a certificate of inspection which meets USCG approval. (Documentation offered from a vendor other than the offeror does not provide evidence to meet this requirement). (xi) Contact Beverly J.
