- W91236-23-R-2012 Multi-Purpose Dynamic Training Range (P-306), Fort Barfoot, Virginia. This is a pre-solicitation notice.� This is NOT a solicitation. Do NOT submit proposals or questions in response to this notice.� The U.S. Army Corps of Engineers-Norfolk District intends to issue a Request for Proposal (RFP) for the Construction of a Multi-Purpose Dynamic Training Range at Fort Barfoot, Virginia.�� The requirement will be solicited as competitive Total Small Business set aside. It will be solicited as a design-build project utilizing two-phase design-build procedures in accordance with FAR 15.101 and 36.301. �The applicable NAICS code is 236210 - Industrial Building Construction with a Business Standard of $45.0M. The Government intends to award a Design-Build (DB) firm-fixed-price (FFP) contract. The magnitude of construction is between $1,000,000 and $5,000,000, in accordance with FAR36.204 - Disclosure of the magnitude of construction projects.�� Project Description The work will take place out in the range training areas of Fort Barfoot.� The work includes the design and construction of several types of both individual and unit range stations that offer individual military training sessions as well as long lateral group (4-6 person) runs. Facilities include the design and construction of an operations/storage building (pre-engineered metal building, 800 SF), a compressor building (pre-engineered metal building, 625 SF), and other training structures.� Design and construction include: facilities, static and dynamic live fire training stations, shock-absorbing concrete walls, and pneumatic and non-powered targetry systems. The scope of work also contains low impact development, clearing and grubbing of trees, site preparations and site improvements, standby generator, landscaping, drainage, parking, and anti-terrorism/force protection (AT/FP) features.� Electricity, water, and sewer utilities are not available. The project does not have any telecommunications, fire protection or fire detection and alarm requirements Estimated construction duration is 400 calendar days from notice to proceed. Contractors will be required to submit bid bonds documents prior to award. Payment and performance bonds will be required from the selected awardee.� The Government intends to award a firm fixed priced contract to the responsible offeror whose proposal conforms to the terms of the RFP notice, is determined fair and reasonable, and offers the best overall value to the Government as determined through a Best Value Continuum Trade-off source selection process.� The contracting officer anticipates that the solicitation will include the following evaluation factors: Phase One: Factor 1 � Management Approach Factor 2 � Past Performance Phase Two: Factor 3 � Technical Approach Factor 4 � Price Factor 1 will be evaluated on acceptable/unacceptable basis. If an offeror is rated unacceptable for Factor 1, then they will not be considered for Phase Two. It is anticipated that the relative order of importance of evaluation factors is Factor 2 and 3 are of approximately equal importance to each other. When the proposal is evaluated as a whole (Factors 2-4), the non-price factors (2 and 3), when combined are approximately equal to price (Factor 4). The Solicitation and accompanying documents will be issued electronically and will be uploaded to the solicitation module of Procurement Integrated Enterprise Environment (PIEE) at https://piee.eb.mil/ on or about 15 August 2023. It is estimated that the Phase I will be limited to 30 days. It is estimated that Phase II will be released on or about 30 Sept and will be open for 30 days only. Award is contemplated for late November 2023.
