- Description
- The Naval Air Systems Command (NAVAIR), V-22 Joint Program Office (PMA-275), Patuxent River, MD intends to issue a sole source Basic Ordering Agreement (BOA) to Honeywell International, Inc. (Honeywell). The V-22 program intends to utilize this BOA to provide non-recurring engineering, hardware and software reliability/sustainability improvements, engineering change proposals, integration, test, kit procurement, repair and modification, logistics support, training, obsolescence management, spare and repair parts, support equipment in support of Honeywell components on the V-22 aircraft to include infrared suppressors, generators, control units, shaft-driven compressors, fan motors, environmental control systems, weather radar, traffic collision avoidance systems, inertial navigation systems, antennas, radar altimeters, cockpit displays and panels, remote frequency indicators, and specialized avionics. The scope of support required will be defined in each delivery order. This action is being awarded on a sole source basis to the Honeywell International, Inc. in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 2304(c)(1), as implemented by FAR Part 6.302-1, ""Only one responsible source and no other supplies or services will satisfy agency requirements.""� Honeywell is the original equipment manufacturer for the supplies/services listed in the description above. These items have been integrated and flight qualified on the V-22 aircraft as contractor furnished equipment with the aircraft manufacturer Bell Boeing Joint Program Office. Honeywell is the only source that possesses the totality of engineering and technical data required to perform these efforts. The Government possesses only limited technical data rights for these components. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, any capability statements received within 15 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
