- Description
- This is a combined single source synopsis/solicitation for commercial items and incidental services in accordance with FAR Part 12 and FAR Subpart 13.5 to support a requirement for the Research Branch of the National Center for Credibility Assessment. The procurement is for the Thermal Interview Management System (TIMS) Forward Looking Infrared (FLIR) cameras system including the standard five-year software license. The requirement also includes incidental services for roughly three (3) days of in-person training. The associated North American Industry Classification System (NAICS) code is 333310, Photographic and Photocopying Equipment Manufacturing. The size standard for this NAICS is 1000. It is the Government�s intent to solicit from a single source in accordance with FAR 13.501 for this one-time, firm-fixed-price contract. A Small Business Nonmanufacturer Rule Waiver (NMR) has been approved for this procurement and incorporated in the solicitation. This waiver of the NMR on an individual procurement is provided for in section 8(a)(17) of the Small Business Act, 15 U.S.C. � 637(a)(17), and section 121.406(b)(5) of title 13 of the Code of Federal Regulations, 13 C.F.R. � 121.406(b)(5). Major Innovations (CAGE code 37FG8), a Service-Disabled Veteran Owned Small Business (SDVOSB), has been granted the waiver to source for this procurement and a determination has been made in accordance with FAR 13.501(a). This is not a request for competitive proposals, however per FAR 5.207(c)(16)(ii), all responsible sources may submit a proposal or quotation, which shall be considered by the agency if timely received. It is imperative that the sole source provider can meet the full requirement which includes the camera kit/system, the software license, and three (3) days of in-person training within the timeframe required by the Government. The anticipated award date is 31 July 2023.
