- Sources Sought Synopsis for Architect-Engineering (AE) Services to support the Military and Interagency and International Services (IIS) Program, Seattle District (NWS), U.S. Army Corps of Engineers (USACE) I.� SYNOPSIS: a. �This is a Sources Sought Synopsis announcement for information only, to be used for market research and preliminary planning purposes. No proposals are being requested or accepted with this synopsis. This is not a solicitation or a request for proposal (RFP) and no contract shall be awarded from this synopsis. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. b.� The purpose of this synopsis is to gain knowledge of interest, capabilities, and qualifications of interested AE firms who have demonstrated capabilities in meeting the project description listed below, and to address any questions, recommendations, or concerns from Industry. Responses to this Sources Sought Synopsis will be used by the Government to make appropriate acquisition planning decisions. The proposed work will be performed under the following North American Industry Classification (NAICS) codes: 541330 for Engineering Services. The associated small business size standard is $25.5M in average annual receipts. For more information concerning NAICS and SBA size standards, go to https://www.sba.gov. c.� The USACE NWS anticipates soliciting and awarding an Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Task Order Contract (MATOC) under PL 92-582 (the Brooks Act) and FAR Part 36 procurement procedures. Both large and small business AE firms are encouraged to respond to this Sources Sought announcement. d.� Firms will be selected for negotiations based on demonstrated competence and qualifications for the required work. e.� The anticipated IDIQ will consist of a seven (7) year period. The total capacity is anticipated to be $249,000,000 for the life of the contract. f.� Description of AE Services: The anticipated AE IDIQ MATOC is for Military and IIS projects primarily within NWS area of responsibility but may be used to support work by other Districts in the Northwestern Division or other locations. NWS is pursuing these new contracts to replace existing IDIQ contract capacity which is being rapidly utilized by increasing military workload. The IDIQ A-E services work will include task orders for A-E design services relating to multi-disciplinary engineering and design work. Firms must have, either in-house or through consultants, the following professionally registered disciplines, to support the required services as indicated above: (1) Project Managers; (2) Architects; (3) Civil Engineers; (4) Mechanical Engineers; (5) Electrical Engineers; (6) Structural Engineers; (7) Fire Protection Engineers; (8) Communication Engineers; (9) Cost Engineers; (10) Sustainable Designers. A-E services under this acquisition will be issued as task orders and may be required for one or more project phases. This may include project initiation, plan development, project definition, or requests for proposal (RFPs) with full design including specifications, drawings, and other engineering services for design-bid-build contracts and/or design/build contracts for subsequent construction. This may also require design support services during construction, and other services as required by the Government. The IDIQ A-E work includes studies, analysis, and design in support of: 1) new vertical construction, additions to, and renovation or remodel of facilities, including administrative, operations, training, and maintenance facilities; 2) new horizontal construction, renovation, and repair of support infrastructure such as facility-related site utilities and grounds, as well as site planning, design, surveying, landscaping, and roads and bridges; and 3) specialized building systems such as fire protection, security, detection and alarm systems, and energy management control systems. IDIQ A-E services work will also include development of construction cost estimates using the MCASES MII cost estimating system, integration of current USACE sustainable design requirements, as well as design support during construction. Work products using current Army, Air Force, USACE, and other agency standards for drawings, specifications, design analyses, and cost estimating services for a variety of major Military and IIS projects are required. Requirements include the ability to prepare designs using Building Information Modeling (BIM) and other advanced modeling technologies meeting Army, Air Force, and other agency standards. Incidental asbestos and lead survey work, geotechnical investigations and design support, surveying, subsurface utility engineering, and value engineering may be required under the design services. II.� REQUIREMENT: a.� Responses to this Sources Sought shall be limited to three-pages and shall include the following information. 1.� Interested Firm�s name, address, point of contact, phone number, and email address. 2.� Interested Firm�s business classification (i.e., small business, small-disadvantaged business, woman-owned small business, historically underutilized business zone, 8(a) program, or other than small business). 3.� A brief description of the interested firm's capability to perform a requirement of similar magnitude and complexity to the work described above. Brief description shall demonstrate the interested firm�s ability to provide a team of qualified and experienced A-E personnel to perform the work; manage disciplines; as well as capacity to execute multiple task orders simultaneously. Identifying any previous or current IDIQ contracts involving similar work/magnitude is encouraged. 4.� Demonstrated experience on previous projects of similar scope and complexity. Project experience description should include contract number and/or project title, location, completion date, and general description of the AE Services to demonstrate relevance to Military and IIS projects. Experience on military installations in the Pacific Northwest region is preferred. Description should also include the interested firms' role in the project, and dollar value of contract. Include a quantifiable amount (percentage) of the project your company contributed to the overall scope of work. Provide at least three (3) but no more than five (5) examples. Experience as the Prime Firm is preferred. b.� Of the total summary Description of Proposed Project: 1.� Do you believe all aspects of the project could be performed by the small business sector? �Yes���� �No 2.� As a �large business / �small business, what estimated percentage of the TOTAL project would you self-perform?�� ____% 3.� Please specify/describe which areas are best suited for subcontracting to the small business sector.
