- THIS REQUEST FOR INFORMATION (RFI)/SOURCES SOUGHT DISCLAIMER This RFI is issued solely for information and planning purposes only and does not constitute a solicitation. All information received in response to this RFI that is marked as proprietary will be handled accordingly. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. The submission of pricing, capabilities for planning purposes, and other market information is highly encouraged and allowed under this RFI In Accordance With (IAW) FAR Part 15.201(e). SOURCES SOUGHT DESCRIPTION This is NOT a solicitation announcement. This is a RFI/sources sought only. The purpose of this sources sought/RFI is to gain knowledge of potential qualified sources and their size classification relative to NAICS 541410 (size standard of $9 Million). Responses to this sources sought will be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources sought, a solicitation announcement may be published. Responses to this sources sought synopsis are not considered adequate responses for a solicitation announcement. The Department of Veterans Affairs (VA), VISN 15 Network Contracting Office, is seeking sources that can provide the following,: Signage audit and programming database that will allow the facility to keep better track of the signage and room nomenclatures around the facility. The project will consist of updates to and/or the creation of the following items: Planning: Creation of a thorough and comprehensive schedule, scheme, and preliminary research to allot for a successful deliverables and innovative solutions based on the needs of the hospital. Audit: Creation of a signage database that will feature correct and verified information of the interior room identifications and exterior signage program of the Main Facility. Identify any signs that could be kept if applicable. Programming: From the creation of the audit, the contractor will identify and condense the sign types around the facility and create an interchangeable solution that allows the department the ability to update only certain components of the sign. Design Development Solutions: The vendor will have to develop innovative solutions for the various sign types around the hospital. The vendor will also need to develop directional way-finding programming, supergraphics for lobbies and elevator banks, improve site circulation in the exterior environment for parking/driving cues and building identification, and identify threats and weaknesses that affect the fluidity of the Kansas City VA Medical Center and streamline solutions. All solutions should be thoroughly discussed with the Interior Design department as the key decision makers throughout the process. AREA OF WORK: The interior sign area of work at Kansas City VA Medical Center is defined as the interior of the medical center complex. Building 1 (Main Building) 13 floors 10th Floor is Inpatient Mental Health and will require anti-ligature solutions Sub-Basement & Penthouse will also be included Building 2 (Administration) 3 floors Building 3 3 floors Building 4 (Boiler Plant) 2 floors Building 5 (Grounds) 2 floors Building 6 (Facilities & Logistics Warehouse) 2 floors Building 15 (Freedom) 9 floors Building 26 (Valor) 7 floors Building 40 (Electrical) 1 floor Building 56 (Liberty) 2 floors Honor Annex CBOC 2 floors The exterior sign area of work at Kansas City VA Medical Center is defined as the traffic and parking lot signs and building identification signage. The contractor shall provide local representation through a project manager within a 50-mile radius of the Kansas City VA Medical Center. The project manager assigned must have extensive experience with signage auditing and development of signage programming. Extensive experience includes experience in having worked and/or managed multiple large sized (250+ bed) medical centers. The contractor shall be able to accommodate ADA-compliant and TIL-compliant signage solutions. The contractor shall have a signage manufacturing method that utilizes the Vision 1624 Engraver and the Glowforge Pro as the primary machine for signage creation for this project. Knowledge of medical terminology and operational characteristics of hospitals and clinics. Thorough familiarity with the VA s Sign & Graphic Design Guide. DELIVERABLES Contractor shall provide the following services for the signage auditing & programming. The contractor will design and program an interior room identification and exterior sign program. This will involve programming and sign location plans being prepared for all room identification signs throughout the selected medical center/ facility and the exterior environment. This will include a complete sign message schedule identifying each sign, its message, and its type. Sign location plans will be prepared showing the placement/location of the signs. The identification should be presented in a print, digital, and an editable database format that will allow changes as necessary for the hospital. Interior signage examples include but are not limited to: Patient room signs; Secondary room identification signs; Informational signs; Wall and ceiling mounted directional signs; Entrance lobby signs; Network identification signage; Regulatory, life safety code and restrictive signs. Exterior signage examples include but are not limited to: Freestanding, wall or building mounted identification signs; Freestanding, wall or building mounted directional signs; Parking lot identification & parking stall signs; Traffic signs; Site identification signs. The contractor will design and program a directional way-finding sign program. This will involve programming and sign location plans being prepared for all directional signs throughout the selected medical center/facility. This will include a complete sign message schedule identifying each sign, its message, and its type. Sign location plans will be prepared showing the placement/location of directional signs. The identification should be presented in a print, digital, and editable database/file format that will allow changes as necessary for the hospital. The contractor will develop a report identifying architectural, interior design and communication problems at the facility that needs to be changed and improved to provide better identification, circulation, and communication of services for patients and visitors. The contractor will provide solution-based opportunities to the Interior Design department on how to best address these problems. The contractor will develop the design attributes and graphic scheme of the interior sign program. The design will generally define the various types of signs that will be used throughout the project along with issues of image, materials and finishes, type style and layout, and color. Terminology, names and titles, flexibility of the system, form and scale, and legibility will be considerations in development. The design documents will identify material finishes, trims, sign construction, installation, and other design details. The documents will include elevation drawing of each sign type with applicable size and layout dimensions and any necessary side, top and back views. The contractor will prepare complete specifications for the products being specified for the project. The contractor will review the existing room numbering system and advise the medical center if it needs to be replaced. If the existing room numbering system is broken , the contractor will develop a new room numbering system for all rooms and all floors of the selected medical center/clinic if applicable. Proposed options for new room numbering system will be reviewed with facility Engineering and Interior Design. The contractor will need to design a standard super graphic that can be utilized throughout the hospital for wayfinding purposes and level/building identification throughout the hospital. The contractor will need to create graphic wayfinding documents that are easy-to-read for the general population for veterans and employees alike within the facility. The documents should include but are not limited to: Site map with building numbers and titles labeled (if deemed necessary, what is located in the building) Departmental Floor Plans Areas of Interest Map/Guide for Visitors (Canteen, Chapel, Patriot Store, Benefits, etc.) Parking Map denoting the various lots (Employee Parking, Emergency Parking, Visitor Parking, etc.) The documents will be represented through a booklet, pamphlet, digital form, etc. The information identified above are intended to be descriptive, not restrictive, and to indicate the quality of the services that will be satisfactory. It is the responsibility of the interested source to demonstrate to the government that the interested parties can provide the services that fulfill the required specifications. If you are interested and are capable of providing the sought-out services, please provide the requested information as well as the information indicated below.
