Description
This is a Sources Sought Notice only. This is not a request for proposal, but a survey to locate potential sources. This Sources Sought does not constitute an Invitation for Bids, Request for Proposals, or a Request for Quotations, and is not to be construed as a commitment by the Government to issue an order or otherwise pay for the information solicited, nor is it a guarantee of a forthcoming solicitation or contract. It is for market research purposes only. Respondents will not be notified of the results of the evaluation. The purpose of this Sources Sought Notice is to gain knowledge of interest, capabilities, and qualifications of various members of industry, to include the Small Business Community: Small Business, Section 8(a), Historically Underutilized Business Zones (HUB-Zone), Service-Disabled Veteran-Owned Small Business (SDVOSB), Women-Owned Small Business (WOSB), and Economically Disadvantaged Women-Owned Small Business (EDWOSB). The Government must ensure there is adequate competition among the potential pool of responsible contractors. Small business, Section 8(a), HUBZone, SDVOSB, WOSB, & EDWOSB businesses are highly encouraged to participate. NAICS Code: 334511 NAICS Size Standard: 1,350 Subject: Sources Sought - LiDAR system that is mountable on a DJI Matrice 600 sUAS Sources Sought Closing Response Date: August 4, 2023 at 5 PM. At this time, the Government is not accepting questions pertaining to the sources sought notice. Contact Point: Susan Ruggles, sruggles@usgs.gov Objective: To find sources that are qualified to meet or exceed the requirements as listed below. Note that the specific requirements are subject to change prior to the release of any solicitation. The U.S. Geological Survey, Woods Hole Coastal and Marine Science Center, requires a lidar scanner to fly on an Uncrewed Aircraft Systems (UAS)/drone with support features to meet or exceed the following. 1. Interface with existing sUAS platform (DJI Matrice 600) 2. Light Detection and Ranging (LiDAR) Scanner with integrated Inertial Measurement Unit (IMU), GPS, and RGB Camera for direct georeferencing and colorization of lidar point cloud (LPC) 3. Wavelength: 905nm Class 1 Eye Safe Laser 4. Scanner Precision: equal to or less than 2.5cm � This is measured as the mean value of absolute elevation differences between 2 flight lines recorded in opposite directions over a nadir-located 40m� hard surface area. This specification is the average of three data collects at flight elevations 60m, 90m and 120m AGL. (Precision, also called reproducibility or repeatability, accounts for the variation in successive measurements taken on the same target.) 5. Scanner Accuracy: equal to or less than 3.0cm � This specification value is obtained by averaging the accuracy from 3 flight levels @ 60, 90 and 120m AGL. At each flight level, the accuracy is considered as the RMSE value of the elevation differences between targets and the point cloud extracted from 2 flight lines recorded in opposite directions. Validation targets are located within a 40m wide corridor centered along the flight line axis. (Accuracy is the degree of conformity of a measured position to its actual (true) value.) 6. IMU Geospatial Accuracy after post processing of = 70 degrees Horizontal / => 77 degrees Vertical 8. Equal to or greater than 240,000 measurements / second (Point Rate) 9. Equal to or greater than 3 Echoes per measurement 10. Laser beam divergence =< 0.28� (Vertical) � =< 0.03� (Horizontal) 11. Integrated 20MP RGB camera for co-collecting imagery with lidar data for colorizing the lidar point cloud 12. Operating Temperature Range: equal to or better -4 to +104 degrees F / -20 to +40 degrees C 13. Weight equal to or less than 1.65 kg / 3.64 lbs including camera and battery 14. Physical outside dimensions =< 22.7 cm (Length) x 10.4 cm (Width) x 12.8 cm (Height) 15. Stand-alone Battery Power and Operation with no electrical connection to UAV 16. Battery Power and Data Storage for a minimum of 1 Hours of Autonomous Operation 17. Includes at least (2) batteries and (1) charger 18. Includes at least (2) USB flash storage drives 19. Includes at least (1) GPS antenna and cable 20. Payload must be boresight calibrated and provide an angle correction certificate. 21. Includes Software for Post-Processing GNSS and IMU data for accuracies stated above 22. Includes Software for Post-Processing Raw Lidar data to output an industry standard, geo-referenced, LAS Point Cloud to the accuracy specifications above, individual strips adjusted, colorized with RGB camera data and points classified as ground/non-ground 23. Minimum 1 year warranty and maintenance on all hardware and software Interested firms shall submit (1) NAME, ADDRESS, and PHONE NUMBER OF THE FIRM (including UEI (Unique Entity Identifier); (2) a CAPABILITY STATEMENT including (a) RECENT (within the last three fiscal years) RELEVANT (similar projects to this requirement) performance history (identify the name of the owner and their point(s) of contact with telephone and fax numbers, e-mail addresses; and (b) in what capacity (e.g., prime, subcontractor etc.) they performed the work; and (3) their SIZE STATUS. Your company must have a UEI number and be registered on-line at the System for Award Management (SAM.gov). You will also be required to provide your small business status information via the On-line Representations and Certifications also located at the SAM.gov website before an award to your company can be made. Responses to this source sought notice will be used by the Government to make appropriate acquisition decisions. All interested sources must respond to future solicitation announcements separately from responses to this market survey. Any solicitation that may be issued will be posted on the SAM.Gov. It is the responsibility of potential responders to monitor the site for additional information pertaining to this announcement.
