Description: Announcement Number: NW-WG1300-23-00848 Project Title: NEXRAD 8.5 Meter Prime Focus Reflector Kit The National Oceanic and Atmospheric Administration (NOAA), National Weather Service (NWS), ROC NEXRAD Program has a requirement for NEXRAD 8.5 Meter Prime Focus Reflector kit, part number 172560X-2. This kit is comprised of six parts which are a Skin Panel Pack (p/n 17189X, Mounting Frame Pack (p/n 172563X), Strut Pack (p/n 172561X), Waveguide and Feed Support Pack (p/n 172564X-2), Hardware Pack (172599X), and Skin Panel 2 Pack (171740X). The Skin Panel 2 Pack contains 12 additional panel units. The statutory authority for other than full and open competition is FAR 13.106-1(b)(1)(i), Only one responsible source. Sole Source Justification: The WSR-88D NEXRAD Doppler radar utilizes an antenna array to send and receive electromagnetic pulses sent by the transmitter to detect emitters in the atmosphere. In the event of a catastrophic loss of the antenna array, several replacement kits are required in order to restore the antenna to full operations. The WSR-88D NEXRAD Radar utilizes a specific antenna array made by the Kratos Antenna Solutions Corp. This kit is formulated specifically for use with a ""Dual Polarized"" polarimetric antenna feed horn and transmission system made by the Antenna Research Associates (ARA), Inc. The reflector kit is essential to the requirement outlined in the Statement of Work (SOW) and market research indicates similar products do not meet or cannot be modified to meet agency needs. Kratos Antenna Solutions Corp. is the sole provider of the required systems kit. The North American Industry Classification Code (NAICS) for this acquisition is 334220, Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing with a business size standard of 1,250 employees. This is not a solicitation for competitive quotes, nor will one be posted on the Contract Opportunities website. The determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.� However, if any interested party believes that it is capable of meeting the requirements, a firm may request an electronic copy of the solicitation from the Contract Specialist, Alexyss Ermert, Alexyss.Ermert@noaa.gov, should a solicitation be issued.
