Description

Combined Synopsis/Solicitation (Best Value) The National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations/Marine Operations Center � Pacific requires the installation and commissioning of two (2) each Caterpillar main engine aftercoolers and two (2) each Caterpillar SSDG aftercoolers per the attached statement of work. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) Solicitation number NM-AN2120-23-01498 is issued as a firm fixed price, commercial, request for quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-04. (iv) The NAICS code for this acquisition is 811310, Commercial and Industrial Machinery and Equipment (except automotive and electronic) Repair and Maintenance; the small business size standard is $12.5M. (v) Line items are as follows: CLIN 1:� Removal of two (2) each main diesel engine and two (2) each SSDG aftercooler cores CLIN 2:� Installation of two (2) each main diesel engine and two (2) each SSDG aftercooler cores CLIN 3:� All Necessary Seal and Gasket Sets and Sealants for Installation (vi) Description of requirements for the items to be acquired:� The vendor is to provide the items in CLINs 1 � 3 per the attached statement of work. (vii) Date(s) and place(s) of delivery and acceptance and FOB point.� Period of Performance: �August 15 � 17, 2023 Place of Performance: NOAA Ship Ferdinand Hassler 29 Wentworth Road New Castle, New Hampshire 03854 (viii) All applicable provisions and clauses are attached in a separate document. (ix) Defense Priorities and Allocations Systems (DPAS) and assigned ratings is not applicable. (x) Offers shall be submitted electronically to https://app.smartsheetgov.com/b/form/229af759d04146789361e23c806fb70c no later than 1000 hrs PST, July 28, 2023.� NOTICE TO OFFERORs: Instructions for submitting quotations under this request for quote must be followed. �Failure to provide all information to aid in the evaluation may be considered non-responsive. �Offers that are non-responsive may be excluded from further evaluation and rejected without further notification to the offeror. �All quotes must be submitted to the above Smart Sheet Link. Quotes at a minimum must include the following: 1. The Request for Quote (RFQ) number; 2. The Name, Address, Telephone Number, and SAM Unique Identifier of the Offeror; 3. A statement specifying the extent of agreement with all terms, conditions, and provisions included in the RFQ. Quotes that reject the terms and conditions of the RFQ may be excluded from consideration; 4. Acknowledgment of Solicitation Amendments (SF-30), if any. 5. Demonstrate understanding of the statement of work/need with a detailed material specification or data sheet, pictures of the item, and authorized OEM letter to sell or distribute their products. 6. An itemized/detail breakdown cost of the quote that will reflect the entire price under this RFQ. (That would include, if applicable, the following: Material Cost, Labor, Travel, Freight/Delivery, Etc.). 7. A copy of the liability insurance (please ensure is up to date). (For Services Only) 8. Please provide at least three detail jobs with references performed within the past three years that are the same or similar in scope. 9.
