SOURCES SOUGHT NOTICE This is a Sources Sought NOTICE (SSN) ONLY. The U.S. Government is conducting market research only to determine the availability of qualified sources capable of providing Walla Walla VAMC Cable TV and Internet Services. Potential Contractors are invited to provide a response via e-mail to Contract Specialist at leina.leclair@va.gov by July 28, 2023 12:00 noon (PT). Responses will be used to determine the appropriate strategy for a potential acquisition. Please clearly identify any information your company considers sensitive or proprietary. This notice is issued solely for information and planning purposes - it does not constitute a Request for Quotation (RFQ), or a promise to issue an RFQ in the future. This notice does not commit the U.S. Government to contract for any supply or service. Further, the U.S. Government is not seeking quotes, or proposals at this time and will not accept unsolicited quotes in response to this sources sought synopsis. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder. Not responding to this notice does not preclude participation in any future RFQ, if any is issued. BACKGROUND: The Walla Walla VA Medical Center - Facility Management Services (FMS) is seeking a high-speed internet service for guest Wi-Fi. Also, FMS is seeking commercial TV service to provide HD expanded basic cable TV or authorized equivalent. Please state if your FSS Schedule is under Group 66 III Cat 605-2A________ 2) Please submit a brief capability statement (maximum two pages) with enough information to demonstrate to the Veterans Affairs that you have the enough resources, personnel, and experience to perform Cable TV and Internet Services at Walla Walla VAMC as required in the attached Draft Statement of Work. DRAFT STATEMENT OF WORK (SOW) 1. Contract Title: Cable TV and Internet Services 2. Background. The Walla Walla VA Medical Center - Facility Management Services (FMS) is seeking a high-speed internet service for guest Wi-Fi. Also, FMS is seeking commercial TV service to provide HD expanded basic cable TV or authorized equivalent. 3. Scope. Provide internet service to B74 room 106 with a standard ethernet connection. Internet Service is required to be a 1 Gig HSD Provide TV service to exterior coaxial cable connection. TV connection to B 49 video with 1 box TV connection to B140 video with 3 boxes 4. Specific Tasks. All items needed to successfully provide commercial television and internet service must be quoted with drawings and submittals that will require approval. Repair, troubleshooting and programming shall be included. The contractor shall provide a toll-free number to speak with a Customer Service representative 24 hours per day, 7 days per week. If service is not restored within 4 hours, the contractor will dispatch a technician to the site to restore service. 5. Performance Monitoring. The Government is required to monitor contractor performance and certify the work was done in accordance with the contract. Channel testing will be conducted by the trained person and will be reported to the government POC if issues arise. If any issues arise with services, the government POC will contact the Customer Service department and they will address any issues within 4 hours and schedule an on-site visit if needed to rectify the issue within 48 hours. 6. Security Requirements. There are no security issues with this contract. 7. Other Pertinent Information or Special Considerations. The contractor is responsible for replacing any outdated equipment, to ensure quality television services. New products require submittals for approval by the government POC these submittals will require the reason for the upgrade and explain all aspects of what the new equipment will do. The equipment will also require inspection by the trained person or the government POC to ensure the item meets the standard, after any upgrade testing will be required to ensure the system is running with the new enhancements of the upgrade.
