- Greetings, This is a Sources Sought notice. Please see the attached Statement of Work. If your company is interested and capable of providing services, please respond with a description letter of interest that aligns the company s capabilities with the attached statement of work (SOW). The information requested shall be provided prior to the deadline specified herein. The Department of Veterans Affairs is seeking a contractor to provide services associated with the provision of Inhaled Nitric Oxide (iNO) gas, along with supply of the gas at the following locations: SDVAHCS, San Diego, CA GLAVAHCS, Greater Los Angeles, CA All responses shall be submitted electronically to Contract Specialist Robert Bruce at robert.bruce1@va.gov . The responder shall be responsible for ensuring that the Contract Specialist has received the response on or before the deadline of 08/04/2023 @ 12:00 pm (noon), PST. The Government will not be responsible for delays or failures of either the contractor s email system or the Government s email system. STATEMENT OF WORK TITLE: Blanket Purchase Agreement (BPA) for iNO (Inhaled Nitric Oxide) Therapy and Services for the listed VA facilities. BACKGROUND INFORMATION: The contractor shall provide all necessary labor and materials for iNO therapy services which consists of the pharmaceutical drug NO (nitric oxide). NO is an inhaled drug that is supplied in portable tanks and delivered via a specialized delivery device. The portable tanks will reside at the following locations: San Diego VA Healthcare System (SDVAHCS): 3350 La Jolla Village Dr., San Diego, CA 92161. Greater Los Angeles VA Healthcare System (GLAVAHCS): 11301 Wilshire Boulevard, Los Angeles, CA 90073-1003 Place of Performance: San Diego VA Healthcare System (SDVAHCS) Greater Los Angeles VA Healthcare System (GLAVAHCS) INHALATION PORTABLE ALUMINUM CYLINDERS: NO (nitric oxide) for inhalation portable aluminum cylinders: NDC 64693-002-02 size 88, 1963 liters in 1 cylinder of Nitric Oxide gas, 800 ppm NDC 64693-002-01 size D, 353 liters in 1 cylinder of Nitric Oxide gas, 800 ppm DELIVERY SCHEDULE: The Contracting Officer Representative (COR) shall contact the Contractor when replacement cylinders are required SERVICES: The purpose of this contract is to have a Contractor furnish the NO cylinders and the following services that are stated in the VA NAC Contract: The Contractor shall provide the pharmaceutical drug NO (nitric oxide) for inhalation ( iNO ) The Contractor shall provide a delivery device meeting the criteria for the administration of iNO set forth in the product label for NO (the Delivery Device ) The Contractor shall provide various maintenance and calibration gases, accessories, and consumables The Contractor shall use a delivery device meeting the criteria for the administration of iNO set forth in the product label for NO The Contractor shall provide disposable circuits, injector modules, adapters, parts, and accessories as required in the VA National Acquisition Contract The Contractor shall provide the Training and In-Services as required by the NAC The Contractor shall provide Technical and Customer Support twenty-four hours a day and seven days a week. The Contractor shall provide a Test Gas cylinder for staff competency training The Contractor shall provide replacement or repair of faulty delivery devices on an as needed basis The Contractor shall provide routine preventative maintenance and updates for delivery devices The Contractor shall provide routine scheduled pick-ups and deliveries to provide Customer with appropriate levels of NO cylinders and related supplies and disposable items The Contractor shall provide emergency deliveries of NO delivery systems (including delivery device(s), cylinders, calibration gases, disposables etc.) on an as needed basis WORK HOURS: Monday Friday from 7:30AM 4:00PM When possible, all services and cylinder deliveries shall be scheduled in advance and approved by the site s respective COR. Emergency deliveries will be provided on an as-needed basis BADGES/PARKING/SMOKING/VA REGULATIONS: The Contractor s personnel shall wear visible identification (I.D.) while on premises of either VA facility. It is the responsibility of the Contractor to park in the appropriate designated parking areas; information on the parking requirement shall be available from the COR or VA Police. The Government shall not invalidate or make reimbursements for parking violations issued to the Contractor under any conditions. Smoking is prohibited inside any Government building. Smoking is not allowed on the Medical Center s grounds. Possession of weapons is prohibited. Enclosed containers, including tool kits, are subject to search. Violations of Government regulations may result in citations answerable in the United States (Federal) District Court. SERVICE CONTRACTS: Offeror shall provide the name, location, and telephone number of the office where the services calls are to be placed.
