Department of Veterans Affairs (VA) Request for Information (RFI) OFFICE OF MENTAL HEALTH AND SUICIDE PREVENTION (OMHSP) JOINT VA / DOD TRANSITIONING SERVICE MEMBER OUTREACH AND EVALUATION THIS IS A REQUEST FOR INFORMATION (RFI) ONLY (as defined in FAR 15.201(e)), this is not a solicitation. Solicitation is not available at this time. Requests for a solicitation will not receive a response. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received, provide feedback to respondents with respect to any information submitted, or respond to any questions or comments that may be submitted in response to this RFI. This notice does not constitute a commitment by the United States Government and does not obligate the Government to award a contract or otherwise pay for the information provided in response. Responders are solely responsible for all expenses associated with responding to this RFI. The purpose of this Sources Sought / RFI is to conduct market research to obtain information on industry capability to support with developing evidence-based clinical practice guidelines as detailed in the Attachment A: PWS. Responses to this request for information may influence the chosen acquisition strategy (including Veteran-owned, Service-disabled Veteran-owned, and other small business participation, and vehicles and methods to acquire the services). VA is requesting input from Service-Disabled Veteran-Owned Small Business (SDVOSB), Veteran-Owned Small Business (VOSB), as well as small and large businesses regarding capability to deliver all required support, along with experience/past work evaluation in support of joint VA/DoD Public Service Announcements (PSAs) and Lethal Means Safety (LMS) communications campaigns, along with subject matter expert contributions for paid media buys for LMS campaigns, focused on the transition period occurring from departure from active duty status to entry into Veteran status. Interested Veteran-Owned (VOSBs) and Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) are encouraged to respond, as are other businesses that have the capability for the requirement. The Government requests that contractors respond using the INSTRUCTIONS provided in this Request for Information. Responses should demonstrate capability, not just confirm the company s belief that the capability exists or could exist. The agency does not intend to award a contract as a result of this RFI, but rather gather capabilities and market information pertinent for acquisition planning. The responses to this RFI will be captured as market research and may contribute to the development of an acquisition strategy. All submissions become Government property and will not be returned. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. The information provided in the RFI is subject to change and is not binding on the Government. INSTRUCTIONS FOR RESPONDING TO THIS RFI CONFIDENTIALITY: No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s). Response Format/Page Limitations: The overall total page limit for responses to this RFI is four (4) pages. Responses should be submitted in Microsoft Word format with 12 pt. or greater font size. Interested parties should limit marketing material in order to allow sufficient space for adequately, directly, and substantively responding with the information of most interest to the Government. In all correspondence relevant to this RFI please identify it as a response to the OFFICE OF MENTAL HEALTH AND SUICIDE PREVENTION (OMHSP) JOINT VA / DOD TRANSITIONING SERVICE MEMBER OUTREACH AND EVALUATION ( on response and in Subject Line of email). Any organization responding to this notice should ensure that its response is complete and sufficiently detailed. Respondents are requested to limit responses to the information, and in the format provided below. A - GENERAL INFORMATION Organization Name. Company ownership (public, private, joint venture). What is your business size designation in accordance with Small Business Administration (SBA) standards for the recommended NAICS code (813920)? What is your socio-economic designation, if applicable? If Service-Disabled Veteran-Owned or Veteran-Owned, are you Veteran Information Pages (VIP) Verified? Identify any Government Services Administration (GSA) schedules and Special Item Number (SIN) Categories or other contract vehicles you hold that support this work as described in the draft Performance Work Statement (PWS)? As part of our market research efforts, we request that your organization estimate the rough cost of acquiring the services and solutions outlined in the performance work statement. (See Attachment B pricing sheet"") B CAPABILITY AND EXPERIENCE INFORMATION Organization name, address, email address, website address, DUNS number, System for Award Management (SAM) Unique Entity Identification (UEI) number, telephone number, business size (i.e. large business, small business, service-disabled veteran owned, veteran owned, woman owned, disadvantaged, HUBZone, 8(a) small businesses) for NAICS code 541611, and whether another NAICS code is more appropriate and why. Do you have a GSA schedule or any other contract vehicle? If so, please provide the contract number. Can you demonstrate clinical expertise in Mental Health and Suicide Prevention, including successful past projects or relevant experience? How do you ensure consistent project management through robust succession planning? Have you worked with executive leadership, including Congressional members, and briefings with Cabinet-level leaders and VA staff? Please provide examples of such engagements. Have you previously partnered with the Department of Defense, Department of Veterans Affairs, or SAMHSA on similar projects? If yes, please describe the nature and outcomes of these partnerships. How would you approach and execute a technical kickoff meeting within ten (10) business days after the task order award? Can you outline your proposed approach, work plan, and project schedule for each effort to be discussed during the technical kickoff meeting? Can you develop joint VA/DoD Public Service Announcements (PSAs) focused on the transition period for service members departing active-duty status? If yes, please provide examples of your previous work in this area. How do you plan to ensure maximum visibility and outreach to service members and Veterans for the Lethal Means Safety campaigns? Can you describe any strategies for procurement of gun/trigger locks, if needed? How would you approach the development and execution of a regular monitoring and evaluation strategy for outreach and engagement efforts? Can you provide an outline of your proposed evaluation plan? Are you experienced in conducting surveys and focus groups with service members and Veterans? Can you explain how you plan to evaluate the impact of campaigns on specific high-risk Veteran groups, as directed in Hannon Act 401 (e)? Have you conducted cost-benefit analysis/return on investment assessments for previous campaigns? How do you plan to evaluate the cost-effectiveness of the various outreach methods and platforms for high-risk Veterans? Can you describe your experience developing and implementing transition plans for similar contracts or projects? How would you ensure a smooth and non-disruptive transfer of evaluation assets, data, and other relevant materials at the end of the contract period if the optional transition plan development and implementation task is pursued? Please provide references from previous clients or partners who can vouch for your expertise in evaluation support, program management, and development of joint VA/DoD Public Service Announcements and Lethal Means Safety campaigns. How will campaign evaluation align with the Hannon Act, Section 401, and capture transition period data for service members becoming Veterans? How does the evaluation process address gender preference disclosure and its relevance for understanding campaign effectiveness for specific Veteran groups? Please provide details on how you will address significant travel requirements for joint work between VA and DoD, particularly for conducting focus groups and evaluation activities. Your proposal should include a plan to manage and account for travel expenses effectively, considering the specific travel needs and any reimbursement procedures outlined in the travel language provided earlier. How will you manage and budget for Other Direct Costs (ODCs) related to gun/trigger locks and other supporting items?
