- Sources Sought Notice for Brand Name Equipment, Geophysical Survey Systems, Inc Brand Name StructureScan Mini XT Posted Date: July 21, 2023 Procurement Office: U.S. Environmental Protection Agency Headquarter Acquisition Division (HQAD) Office of Land Emergency Management 1200 Pennsylvania Ave NW, Washington, DC 20460 Response Date: July 28, 2023 In accordance with FAR 5.201, 6.302-1, and FAR 12.202 and 13.106-1 (b)(1). This is a sources sought notice for a commercial brand name item. This is not a solicitation announcement. No contract will be awarded as a result of this announcement, and no reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up requests. The Environmental Protection Agency (EPA) is performing market research to identify contractors that possess the capabilities to provide the Brand Name StructureScan Mini XT which is manufactured by Geophysical Survey Systems, Inc. The part numbers listed below Product Code: FGSSMINIXT-KIT Brand Name StructureScanMini XT Expanded Pkg Description: Includes: StructureScan Mini XT system, LineTrac XT, Palm XT, XT extension pole, harness, RADAN 7 for StructureScan Mini. Geophysical Survey Systems, Inc. StructureScan Mini XT w/3D units (The StructureScan Mini XT is a 2700 MHz antenna ground penetrating radar system), Three (3) Geophysical Survey Systems, Inc. LineTrac XT units (LineTrac XT adds the ability to detect AC power and induced RF present in conduits), Three (3) Palm XT is a 2300 MHz antenna (Palm XT adds the ability to collect data in three data collection modes: standard, side car and cross polarization), and three (3) Geophysical Survey Systems, Inc. RADAN 7 for Structure Scan Mini (RADAN 7 is a post-processing software packages that is designed to process, view, and document 2D and 3D data collected with the StructureScan Mini system/LineTrac XT/Palm XT/RADAN 7 or an equivalent systems Specification: Technical Minimum Specifications for the GPR: � Two (2) antennae � each antenna greater than 2.3 GHz (the second antenna configured to allow cross polarization capability) or better � Data collection modes � standard, side scanning, and cross polarization or better � Operational modes � 2-D and 3-D modes or better � Scan intervals � >4 scans/cm for low resolution and >8 scans/cm for higher resolution or better � Depth Ranges � >50 cm or better � Horizontal measurement precision � >1.2 mm or better � Vertical measurement precision � 0.5 mm (in 0.1 steps) or better � Dielectric Range - >4 and 1 A @ 25 cm on a 125V circuit or better � Fully integrable on the GPR unit and into the software for real time display and post processing reporting Technical Minimum Dimensions for the Software: � Provide real-time data visualization on a HD touchscreen user interface and in different operation modes. � Operation modes by push button/trigger selection: to collect 2D data, to access advanced options, and to collect 3D data. � Available accessory ports that allow the use of add-on accessories including the external antenna, the power line detector, and an extension pole. � Software that allows operations in parallel. � Easy-to-use 3D capabilities. � Batch Processing to process large data sets. � GPS and 3D Integration � software allowing integration of 3D data sets that have been collected with GPS positioning information and interpolation of non-parallel lines. � AutoCAD Target output capabilities to transfer output of interpreted data results to AutoCAD. � Single- or multi-channel data processing. � Intuitive menu screens. � Real-time data set (GPR and Power Line data) stored in a file for immediate documentation. Technical Minimum Physical Parameter Considerations for the GPR and Power Line Detector: � Battery powered operations � GPR dimensions: 25 x 20 x 20 cm or less � Weight: 2 kg including battery pack or less Interested parties may submit a brief capability statement, no more than five (5) single-sided pages, demonstrating how they are capable of meeting this Brand Name requirement. Standard brochures and/or paraphrasing of the Brand Name will be considered sufficient to demonstrate the capabilities of an interested party in pursuant of making determination for Justification for Other than Full and Open Competition (JOFOC). Feedback and/or evaluation information will not be provided to any firm regarding their individual capability statements. Telephone calls, facsimiles, and/or requests for a solicitation will not be accepted or acknowledged. The capability statement should include the following: (1) Name of business. (2) Contact information (address, telephone, facsimile, e-mail, website address) (3) North American Industry Classification System (NAICS) , Business size and classification e.g., Small business, 8(a), HUBZone, Small Disadvantaged business, Small Disadvantaged Veteran Owned business, and Women Owned small business; or Large Business. (4) Technical description of ability to meet the requirement (description should address technical competencies as Factory Authorized Service Provider and Product Brochure). (5) Any comments or concerns regarding subject procurement.
