- 1.� PURPOSE Based on the market research the Bureau of Alcohol, Tobacco, Firearms & Explosives (ATF) has conducted, in accordance with FAR Subpart 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements.� As such, it intends to issue a firm-fixed price, SOLE-SOURCE contract for the procurement and usage of WIIISDOM USA, Inc.�s 360suite software. 360suite is an intuitive and powerful interface for managing, documenting, and auditing Systems Application Product (SAP) BusinessObjects platforms. �360suite�s product range significantly reduces administration time and costs and protects critical information managed via SAP BusinessObjects. POTENTIAL sources/vendors with the capability to satisfy/fulfill ATF�s requirement shall respond to this notice with clear and convincing evidence that competition would be advantageous to the Government.� Based on the responses to this notice, the Government will have the sole discretion in determining whether to compete this requirement.� This notice does not commit the Government to contract for any supply or service; therefore, the Government will�not�pay for any information or reimburse vendors for any cost connected with this Notice.� Instead, the responding vendor will be solely responsible for all costs associated with this Notice.� Not responding to this RFI will not preclude participation in any future contract/order/agreement, if issued.� If a solicitation is released, then it will be issued through a�government point�of entry (i.e., SAM,�eBuy, SEWP, etc.); therefore, vendors should�monitor such�sites for additional information pertaining to this requirement.� ATF will not accept any unsolicited offers/quotations/bids/proposals related to this Notice since this is neither a solicitation nor a promise to issue a solicitation for said services in the future.� 2.� ORGANIZATIONAL BACKGROUND The Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) is a law-enforcement agency within the Department of Justice (DOJ).� ATF�s mission is to reduce violent crime and to protect the public. ATF enforces Federal laws and regulations relating to alcohol, tobacco, firearms, explosives, and arson. ATF utilizes the SAP Business Objects Automation tool which allows ATF to boost efficiency, be streamlined, and extend customer�s ability to schedule reporting reports and send them to many users. 3.� REQUIREMENT BACKGROUND AND SCOPE ATF has a requirement for the scheduling and publishing of Business Objects reports for the user community that is located on the AWS (Amazon Web Service) Cloud, ATF server name, AWSPBOWEB11.ad.msnet.atf.gov,�which is monitored daily and updated with patches and versions as required during each quarter of evaluations.� General scheduled reports that run weekly are monitored by the Business Objects Administrative staff.� Any outage is reported by the user community to the ATF Business Objects Helpdesk and trouble tickets are generated and assigned to our contracting and government staff for quick resolve. The 360Suite software is an interface used between Business Objects Reports to be published for email bursting and date and timeline scheduling for email distribution to assigned costumers and ATF management staff. Scheduling refers to creating an instance of a document on a one-time or recurring basis and distributing it to recipients automatically based on defined properties, including recurrence, format, prompts, and destination.� These can be sent to managers or executive staff in excel formats or PDF�s and protected by direct recipients� emails or shared instants of bursting emails to branch or organization staff members.� User will be creating reports or Business Objects Administrators can assist with creating detailed reports that are scheduled at the request of the customer for weekly, monthly, and yearly distribution. Publishing (also known as report bursting) refers to refreshing a document or collection of documents against data sources, applying filters, and delivering personalized versions of the document(s) to recipients and/or destinations. These are created by the Business Objects support staff to help customers create custom reports with criteria that meets the business practices of each branch and its organizations.� The product 360Suite helps with bursting to the masses and formatting. Monitoring: 360Cast provides a unique task administration console that displays scheduled jobs by execution status. The 360Cast console makes it possible to monitor activity in real-time, identify failures (entire jobs or portions thereof), and address failures without relaunching the entire scheduled job.� Financial Systems Branch (FSB) uses these schedule reports during off hours to capture data for audits and information security monitoring.� These reports help with our weekly audits which are mandated by Office Science technology (OST). Department CIO and CO�s host weekly vulnerability scan summary meetings for each of our software products, Business Objects, and WebTA.� This product makes it manageable to run complex reports during off hours improving vulnerabilities and keeping complainant software version requiring updates and patches current. 360Cast helps making trusted decisions using these analytic methods a benefit for ATF security policy and departmental security policy. ATF anticipates that when awarded, this requirement will result in a firm fixed price contract with three (3) option years. Place of performance will be at: Bureau of Alcohol, Tobacco, Firearms and Explosives Office of Management- Financial Systems Branch 99 New York Ave Washington, DC 20226 The vendor must meet the minimum Technical Requirements listed below:� Component specifications: Procure and provide the following services throughout the duration of the contract: See Component Specification Attachment Contractor shall ensure it has the proper staff, qualified and/or certified personnel to provide the 360Suite software by 09/15/2023 and maintain throughout the duration of the contract. The Contractor is responsible for quality control, delivery/installation of quality goods and services to the Government, to ensure compliance with the contract requirements. 4.� INSTRUCTIONS FOR RESPONDING TO THIS NOTICE Potential sources/vendors with the capability to satisfy/fulfill ATF�s requirement shall: respond to this Special Notice�via�www.SAM.gov�by the�Close Date and Time of this Notice�with a written response demonstrating your capability; complete and return�the attached Excel file, ATF RFI VENDOR INFORMATION, with your response; and limit any proprietary information and clearly mark and separate such information to aid the Government.� If there�s an issue with uploading supporting documentation�via�SAM, then said sources/vendors shall send the required information in Section 4�via�email to�Steven.Jaimes@ATF.gov.� No other forms of communication will be accepted or honored for this requirement. Since ALL�submissions become the property of the Government, they will not be returned.
