- NOTICE OF INTENT TO AWARD SOLE SOURCE. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS/QUOTATIONS. This is a notice of a sole source. Please refer to the attached, redacted, and approved Justification for Other Than Full and Open Competition for detailed information. The General Services Administration, Public Buildings Services (GSA/PBS), Office of Architecture and Engineering, intends to award a sole source Firm-Fixed-Priced (FFP) purchase order utilizing Simplified Acquisition Procedures (FAR Part 13) for a base period, to the National Fire Protection Association Inc�s (NFPA), for NFPA 70 NEC Essentials Live Virtual Training service. NFPA is a codes and standards organization which develops codes and standards that have been adopted by GSA/PBS. GSA/PBS requires live virtual training session on NFPA 70 for national electrical codes provided by the National Fire Protection Association Inc. The training session titled �National Electrical Code (NEC) Essentials� which cover navigating the 2023 NEC with respect to requirements for electrical installations, safety, working space, sizing, grounding/bonding and minimum raceway requirements. The training provides a scenario-based experience in an interactive virtual environment. The training session is to be for 21 hours of content delivered over (5) half days to be scheduled by GSA. NFPA would also allow GSA to customize the live training course via a pre-seminar meeting between GSA Representatives and the instructor to refine focus areas specific to GSA needs. The intent is to procure this through sole source using other than full and open competition procedures pursuant to the authority of FAR 6.302-1. Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive quotations. However, the Government will consider all responses received by Friday, August 4, 2023; 12:00PM ET. The Government will not be responsible for any cost incurred in preparation of quotes. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a subsequent competitive procurement.
