Description
The mission of the Strategic National Stockpile (SNS), of the United States (U.S.) Department of Health and Human Services (HHS) Office of the Administration for Strategic Preparedness and Response (ASPR) is to ensure the availability and rapid deployment of lifesavings pharmaceuticals, antidotes, other medical supplies, and equipment necessary to counter the effects of nerve agents, biological pathogens, and chemical agents. When state, local, tribe and territorial public health and medical systems request federal assistance to support their response efforts, SNS ensures that the right medicine and supplies get to those who need them most during emergency. COVID -19 pandemic heavily impacted the SNS ability to store and dispose of the volumes of new COVID-19 SNS inventory. Over the past three years the SNS has opened five additional warehouse storage facilities and contracted multiple Vendor Managed Inventory (VMI) pharmaceutical companies to warehouse additional volumes of SNS COVID-19 materials. With the current and future acquisitions of substantial volumes of medical product as a result of continued pandemic preparedness, the SNS has the continued need to dispose of the inventory that is no longer viable to use in a mission response. The SNS is projecting over the next Five years to have a total of 471.6 million pounds of nonhazardous and 3.8 million pounds of hazardous product that will require disposal. Medical materials are warehoused in multiple high-volume facilities within the 48 contiguous United States, the State of Hawaii, and the U.S. territory of Guam. Pharmaceuticals and medical materials expire, are damaged, become unserviceable or are of such a state of quality that it cannot be disbursed to meet the need of a SNS mission response. There is a requirement for large sums of medical material that requires disposal that adheres to Federal, State and Local EPA regulatory waste requirements.� This contract will include regulatory compliance to Environmental Protection Agency (EPA) Identification Numbers (Id#) administrative management service for hazardous material disposal.
