- PLEASE READ THIS ENTIRE NOTICE CAREFULLY AS IT CONSTITUES THE ONLY NOTICE THAT WILL BE ISSUED. This is a Request for Quotation for commercial items, prepared in accordance with the format in FAR 8.405-6(b)(3) as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This solicitation will be open for less than 30 days, in accordance with U.S. Federal Acquisition Regulation (FAR) 5.203(b). Request for Quotation (RFQ) number is N66604-23-Q-0663. Naval Undersea Warfare Center, Division Newport (NUWCDIVNPT) intends to purchase training vouchers on a firm fixed price, sole source basis from The Escal Institute of Advanced Technologies Inc dba SANS Institute. This requirement is being solicited as a sole source, unrestricted requirement, under North American Industry Classification System (NAICS) Code 611420, as concurred with by the NUWCDIVNPT Office of Small Business Programs (OSBP). The Small Business Size Standard is $12 million. Sole Source Justification: Naval Undersea Warfare Center, Division Newport, Training Department, in fulfillment of its tasking to support cybersecurity workforce training and credentialing requires selected training courses and credentials from a DODapproved vendor, namely The Escal Institute of Advanced Technologies, Inc., doing business as SANS Institute). The following issuances drive this requirement: � DOD 8570.01-M Information Assurance Workforce Improvement Program (2015-11-10) � DOD Directive 8140.01P Cyberspace Workforce Management (2020-10-05) � DOD INST 8500.01 Cybersecurity (2019-10-07) � DOD INST 8140.02 Identification, Tracking, and Reporting of Cyberspace Workforce Requirements (2021-12-21) � SECNAV M-5239.2 Cyberspace Information Technology and Cybersecurity Workforce Management and Qualification Manual (Jun 2016) � SECNAVINST 5239.20A Department of the Navy (DON) Cyberspace Information Technology and Cybersecurity Workforce Management and Qualification (2016-02-10) � NAVSEA RT-SOP-006 Training-Op-Certification Program (2019-10-17) Pursuant to the above issuances, Naval Undersea Warfare Center Division Newport has identified a need to procure the requisite ANSI-accredited Global Information Assurance Certification (""GIAC"") information security certification and training programs for its selected cybersecurity workforce personnel serving as Red Team members. The GIAC certification program only offers certification attempts to individual candidates, including verification of individual identity at multiple steps. SANS is the sole source for GIAC certification exams and exam vouchers. GIAC does not permit the resale or transfer of any certification registration or GIAC exam voucher. F.O.B. Destination. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government.
