Description
THIS IS NOT A SOLICITATION. This is a Sources Sought Notice only and is issued to conduct market research and gain knowledge of current market capabilities. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. This notice is issued solely for information and planning purposes and does not constitute a solicitation or a guarantee to issue a solicitation in the future. This notice does not commit the Government to contract for any supply or service. All information submitted in response to this announcement is voluntary; the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. Not responding to this notice does not preclude participation in any future solicitation, if issued. This announcement is based on the best information available at this time and is subject to future amendment. The Department of Veterans Affairs, Network Contracting Office 21, is conducting a market survey to identify potential sources to perform an indefinite-delivery-indefinite quantity (IDIQ) contract as follows: DESCRIPTION OF REQUIREMENT (NOT COMPREHENSIVE) Contractor shall provide specialized pathology laboratory testing services that aid in oncology or hematology disorder diagnosis, microbiology testing that aid in infection control diagnosis and STAT 24 hour testing services for VA Palo Alto Health Care System (VAPAHCS) Pathology & Laboratory Medicine Service. Contractor will aid VAPAHCS by performing various laboratory tests and support unforeseen urgent laboratory needs. This aid will include, but is not limited to diagnosis of cancer or for hematology/coagulation disorders, tests that require additional testing or interpretation referred for review by a pathologist, urgent TB or fungal test, unique molecular tests to sequence tumors, blood or specific microorganisms/viral test, bacterial or viral isolates that require genetic sequencing, and molecular based tests for rapid diagnosis of seasonal flu or respiratory viral infections. Contractor will serve as backup for temporary unforeseen urgent needs such as VA instrument breakdown or sudden staff shortage. LIST SPECIFIC CONTRACTOR REQUIREMENTS/QUALIFICATIONS: See the attached Draft Performance Work Statement (PWS) for Contractor Responsibilities See the attached List of Tests for all required testing services The Contractor shall make sure the laboratory has all licenses, permits, accreditation and certificates required by law and specifically maintain current certifications/accreditation through the CAP (College of American Pathologists) and CLIA (Clinical Laboratory Improvement Act). All medical facilities providing laboratory services under the contract must possess a valid state license and full accreditation from the JCAHO and the College of American Pathologists (CAP). The Contractor shall make sure testing staff have current and valid professional state and or federal certifications. Technologists, medical technicians, and cytotechnologists shall meet personnel qualifications required by Clinical Laboratory Improvement Act (CLIA) '88 Guidelines. Pathologists must have graduated from an approved school of medicine or osteopathy and completed a residency or fellowship in pathology, be Clinical or Anatomic Pathology board certified and must possess a valid license to practice clinical reference laboratory services from a United States (U.S.) jurisdiction The laboratory Director shall be a licensed American Board of Pathology certified pathologist. Anatomic Pathology & Clinical Laboratories testing staff will work under the general direction of a qualified clinical or anatomic pathologist who specializes in the requested testing discipline and the supervisory technologist. Capabilities Statement and Documentation: Companies are invited to provide their capabilities, experience and knowledge in the provision of specialized pathology laboratory testing services, microbiology testing services, and STAT 24 hour testing services. Sources are asked to provide information to demonstrate their answers to the following items of information: 1. Specifically explain how your company can provide the Specimen Transportation and Courier Service requirement listed in Section 4.3 of the PWS. In addition to a Capability Statement, submissions can include specifications, brochures, and manuals as attachments. The government will not provide feedback in response to vendor questions about the requirement at this time. Prospective Contractors are reminded that in accordance with FAR 4.11 they shall be registered in the System for Award Management (SAM) database and shall complete electronic annual representations and certifications in SAM prior to award of a contract.
