This synopsis publicizes the intentions of the U.S. Army Corps of Engineers, Europe District (NAU), to increase the capacity of the Architect-Engineering (A-E) Planning Services Indefinite Delivery Contract (IDC) for Department of Defense (DoD) facility planning requirements in Belgium, Denmark, France, Iceland, Italy, Luxembourg, the Netherlands, Norway, Portugal, the United Kingdom, Greece, Turkey, Germany, Spain, Israel, Georgia, Azerbaijan, Armenia, the Czech Republic, Hungary, Poland, Bulgaria, Estonia, Latvia, Lithuania, Romania, Slovakia, Slovenia, Ukraine, Albania and Croatia on the basis of there being only one responsible source and no other supplies or services will satisfy agency requirements IAW 10 U.S.C. 2304(c)(1) and FAR 6.302-1(a)(2)(iii)(B). This J&A for capacity increase of $15M from $94.5M to $109.5M serves as a ""bridge"" to the replacement contract that is scheduled to be awarded in spring of 2024. The purpose of the A-E Services Planning IDC is to provide Architecture-Engineering Planning services for Department of Defense facility planning requirements within the USACE Europe District's Area of Responsibility, specifically within Belgium, Denmark, France, Iceland, Italy, Luxembourg, the Netherlands, Norway, Portugal, the United Kingdom, Greece, Turkey, Germany, Spain, Israel, Georgia, Azerbaijan, Armenia, the Czech Republic, Hungary, Poland, Bulgaria, Estonia, Latvia, Lithuania, Romania, Slovakia, Slovenia, Ukraine, Albania and Croatia. The A-E Planning services IDC continues to support the European Deterrence Initiative, Military Construction, Army Family Housing, Polish Provided Infrastructure, Special Operations Forces Baumholder and Operations and Maintenance Programs throughout Europe. In order to accomplish these objectives, the programs rely on the A-E Planning Services IDC pool of nine total contractors. The ordering period for the A-E Planning Services IDC continues through 26 August 2024, but the shared $94.5M capacity will be exhausted in the 4th quarter of Fiscal Year 2023. For this reason, the Government has a continued need to utilize the A-E Planning Services IDC and is seeking approval via J&A (RFQ # PANNAD-23-P-0000-TBD1, Control # CENAU-23-TBD1) to increase the overall dollar threshold by an additional $15M, increasing the current capacity of $94.5M to $109.5M.
