- Notice of Intent to Issue Sole Source Modification to Applied Research Associates for IDIQ E17PC00014 This notice is issued in accordance with Federal Acquisition Regulation (FAR) Subpart 5.2, Synopses of Proposed Contract Actions. The U.S. Department of the Interior (DOI), Bureau of Safety and Environmental Enforcement (BSEE), Acquisition Operations Branch, is the contracting office for this procurement. The purpose of this notice is to announce the Government's intent to modify the Indefinite Delivery Indefinite Quantity (IDIQ) contract E17PC00014, on a sole source basis, to Applied Research Associates based on the contractor's demonstrated unique capability in accordance with FAR 6.302-1, only one responsible source. The requirement is intended to be issued as an out-of-scope modification to contract E17PC00014. Indefinite Delivery/Indefinite Quantity (IDIQ) E17PC00014, was awarded with a 5-year ordering period that ends on August 31, 2023, with a maximum ordering amount of $30,000,000.00. The follow-on competitive effort, solicitation number 140E0123R0006, is currently in the source selection process. Due to the ongoing source selection, an extension to the ordering period for 5 months and an increase to the maximum ordering amount by $2,000,000.00 is needed to cover ongoing support of the Ohmsett Facility under the existing IDIQ. The United States Department of the Interior, Bureau of Safety and Environmental Enforcement (BSEE) anticipates issuing a modification to the IDIQ with Applied Research Associates (ARA) to issues task orders and modifications as necessary for supplies and services to operate and maintain, research and conduct exercises at Ohmsett, the National Oil Spill Response Research and Renewable Energy Test Facility for additional 5 months with an increased ordering maximum by $2,000,000 from $30,000,000.00 to $32,000,000.00. BSEE is currently evaluating responses to the current follow-on IDIQ contract for the support at Ohmsett under solicitation number 140E0123R0006. Due to the complexity of the Ohmsett facility, continued support will be required while BSEE continues the source selection process for the follow-on effort. In the short-term, there are no other contractors with the capability to maintain staff and provide the level, breadth, and depth of support, and continuity of services required by BSEE to ensure Ohmsett operates efficiently until the new competitive award is executed and transitioned to. THIS NOTICE IS NOT A REQUEST FOR PROPOSAL. However, any firm believing itself capable of performing the work stated above may submit technical documentation to establish their capability. Such documentation must be submitted to the Contracting Office by 9:00AM, Eastern Time on August 9, 2023. A determination not to compete the proposed requirement based upon responses received lies solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis.
