- July 25, 2023 Synopsis of Solicitation 1333BJ23Q00150013 ��������������������������� The United States Patent and Trademark Office (USPTO) has a requirement for Document Delivery Services. Document Delivery Services. �The Reference Delivery Branch (RDB) of the Scientific and Technical Information Center (STIC) is responsible for providing patent examiners and non-examiners with resources to study and investigate available prior art relating to the subject matter of the patent application. The examiners use these Non-Patent Literature (NPL) documents as the basis for decisions to allow or reject patent applications. As a result of the USPTO�s exemption from the Competition in Contracting Act, the Document Delivery Services requirement is being procured using the Alternate Competition Method in accordance with the Patent and Trademark Acquisition Guidelines (PTAG), 78 Fed. Reg. 61185, (October 3, 2013), and the Patent and Trademark Office Efficiency Act, 35 U.S.C. � 2(b)(4)(A). The USPTO originally publicized this requirement on June 13, 2023, and conducted market research including a Sources Sought RFI published on May 2, 2023.� In addition, USPTO initially solicited this requirement as a competitive Small Business Set-Aside.� However, neither the RFI nor the RFQ provided a business other then The Reprints Desk that has shown they can adequately preform the services. The USPTO intends to negotiate and award a contract for the Document Delivery Services (designated NAICS code 519210), to The Reprints Desk, 10624 S. Eastern Ave, Ste A-614, Henderson, NV 89052 for a period of up to five years (one-year base period and four (4) one-year option periods). The estimated value, including option periods, is $962,747.43 and the anticipated award date is July 31, 2023. The contract award number and the line item number will be determined after the award. The contract support under this contract shall be provided remotely. If applicable, technical data required to respond to the solicitation will be provided directly to The Reprints Desk. In accordance with the Alternate Competition Method defined by the Patent and Trademark Acquisition Guidelines (PTAG) and the Patent and Trademark Office Efficiency Act, 35 U.S.C. 2(b)(4)(A), The Reprints Desk is the only vendor eligible for award as the offeror is already determined to be the most likely to successfully meet the agency�s needs through market research and prior solicitation. Closing response due date to the solicitation is July 29, 2023 (subject to change). This notice of intent is not a request for competitive proposals.
