- The Department of Homeland Security/Federal Emergency Management Agency/U.S. Fire Administration (DHS/FEMA/USFA) intends to negotiate and award a purchase order on a sole source basis (IAW FAR 6.302) with Dynamic Animation Solutions, 7925 Jones Branch Drive, #610, McLean, VA 22102 The Fire Prevention and Control Act of 1974, Public Law 93-498, authorizes the U.S. Fire Administration (USFA) � National Fire Academy (NFA) to administer a national training program in Emmitsburg, Maryland for the purpose of �advancing the professional development of fire, rescue and emergency service personnel� to mitigate the loss of life and property from fire and other hazards. The NFA functions as the national focal point for fire prevention and leadership training, providing volunteer and career fire service technology, fire incident management, fire protection and risk management, and fire services organizational management.� The key component of this training method for NFA is the Simulation Laboratory. Using the Simulation Laboratory, NFA trains fire officers in incident decision-making and the use of The National Incident Management System (NIMS) to include the Incident Command System (ICS) to better command and control major incidents. Included in this program are simulations that have been developed with all supporting documentation and include associated fire and smoke patterns that can be changed in response to student actions. 3D models of the simulations, all placed in Central City and Liberty County, can be viewed from various angles. A graphic plan is included for each simulation to provide the situational awareness necessary to make appropriate decisions and supplements the plot plans and floor plans. Each simulation provides escalating and deescalating views that can easily be selected by the instructor, who can then tailor the conduct of any of the incidents to respond to student decision- making. The proposed action is for services, for which the Government intends to solicit and negotiate under the authority of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements.� The purpose of this requirement is the upgrade of current simulations to add Wildland Urban Interface fire capability for large fires and depict natural behavior.� Dynamic Animation Solutions (DAS) is currently under contract to revise scenarios and develop an enhanced system for use in simulation based training. They are uniquely qualified because they are currently developing a part of the integrated system that is built out specifically for the needs of the USFA/NFA.� DAS has the compatibility and the systems required to support the USFA/NFA national training platform. Based on the above information, the only organization known which can provide services required is DAS and FEMA determined DAS is uniquely qualified to perform this work.� This order will be awarded using simplified acquisition procedures in accordance with FAR Part 13.
