- Combined Synopsis/Solicitation: FA9301-23-Q-0013 AMENDMENT #03 � This Amendment is to address the 3-page limitation addressed in Section (x)(a)3 below. Be advised, the 3-page limitation does NOT include information provided by offerors for FAR 52.212-1(b)(1)-(11) and FAR 52.212-3. The 3-page limitation is for any other information provided by offers in their Cover Letter, which excludes the above referenced FAR sections. Offerors are to provide all required information specified this Combined Synopsis/Solicitation by the due date that was extended in Amendment #02, as a further extension to the due date will not be granted. Items changed with this amendment are provided in bold font. For ease of reference, Amendments #01, 02 and 03 word documents are also being posted which will permit offerors to see what was changed with each Amendment. Within each word document will be the same information that was posted to SAM.gov, with changes specified in each word document in bold red font.� No other changes were made to this combined synopsis/solicitation.� AMENDMENT #02 � This Amendment is to provide information from the Site Visit which was held on 17 July 2023. Interested parties should review the added attachments: Train Carts Asbestos and Lead Reports Photos of the Train Carts Questions and Answers Additionally, Amendment #02 also provides for an extension of the due date for receipt of offeror�s quotes FROM 21 July 2023 at 12pm PDT TO 12pm PDT on Wednesday 26 July 2023 to individuals identified in section �(x)� below. Therefore, quotes received after 26 July 2023 at 12pm PDT will NOT be accepted. Additionally, with this Amendment #02, the Government hereby closes the Q&A window for questions of a technical nature, but should offerors have urgent questions or concerns in conjunction with this Amendment #02 they are permitted to contact the individuals identified in section �(x)� below via email only. ��Items changed with this amendment are provided in bold font. No other changes were made to this combined synopsis/solicitation. AMENDMENT #01 � This Amendment is to provide information on the Site Visit which will be held. Interested parties should follow the information contained below in bold font at the end of this section (annotated with �Amendment #01 - Site Visit Information/Instructions� header). Items changed with this amendment are provided in bold font. No other changes were made to this combined synopsis/solicitation, apart from correction to the due date time from 12am to 12pm PDT on 21 July 2023. *****Notice to Vendor(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this Request for Quote (RFQ) until funds are available. The Government reserves the right to cancel this RFQ, either before or after the closing date. In the event the Government cancels this RFQ, the Government has no obligation to reimburse a vendor for any costs. ***** (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Commercial Items (FAR 12) and Simplified Acquisition Procedures (FAR 13) will be used for requirement. Hereafter, this notice shall be titled ""Solicitation."" (ii) Solicitation Number: FA930123Q0013. This solicitation is issued as a Request for Quote (RFQ) to offerors. (iii) This solicitation document and incorporated provisions and clauses are in effect through Federal Acquisition Circular 2023-04, effective 2 June 2023; and DPN 20230609. (iv) This is a Full and Open Competition. The North American Industry Classification System (NAICS) code for this project is 562211 with a size standard of $47,000,000.00. (v) Contract Line Item Number (CLIN) Nomenclature and Contract Structure: The following represent the CLIN structure for this contract: CLIN 0001 The CLINs below, as also identified within the model contract, represent an estimated maximum quantity for each item. However, the Government reserves the right to order none, some, or more than the estimated quantities of each item solely based upon its needs. See the attached model contract for details. CLIN XX01 � Removal of 3 Train Carts (vi) Contract Type: The anticipated contract type is Purchase Order. It is anticipated that one award will be issued. (vii) Description of items to be acquired: � The contractor shall provide all labor, material, travel, and administrative cost to support performance under this requirement. The contractor must be licensed and trained to handle or make alterations containing asbestos and lead hazardous materials, to include general contractor�s license. All disposal areas must be pre-approved for lead and asbestos. Contractor will follow all DOT transportation requirements when transporting hazardous or wide heavy items. Contractor will disconnect all utility lines and prepare all 3 train carts for transportation off base. Contractor will meet DOT transportation laws; trains will be required to be altered (cut or remove wheels) to meet height limits when transferring wide loads on US highway and roads. Contractor will require crane and other heavy equipment to load and offload train and attachments. Contractors will wrap all train pieces to contain all asbestos and lead from falling off the transport vehicles and used for containment. Contractor will contract a third-party environmental inspector (must be an asbestos and lead inspector) to ensure all alterations or cutting are properly contained and approved by certified inspector. Contractors will also take all associated train attachments, such as tracks, wheels, metal stairs, and other associated attachments to an approved landfill or other approved locations accepting asbestos, lead, and metal recyclable materials. Contractor will receive prior approval from approved locations accepting all Edwards AFB train carts containing asbestos and lead for proper disposal. Contractors will be responsible to obtain all permits required from Kern County to dispose of asbestos and lead equipment. Contractors will ensure area is clean and empty. Site walk required prior to bidding. ***For additional details please see SOW (Attachment # 2) (viii) Location of requirement: Edwards AFB, CA 93524 (ix) Period of Performance: 14 Days (x) The provision at 52.212-1 ""Instructions to Offerors -- Commercial"" applies to this acquisition. Offers are due by 26 July 2023 at 12:00 PM Pacific Daylight Time (PDT) via electronic mail to Stacey Stuart at stacey.stuart@us.af.mil �and Joshua Vasquez at joshua.vasquez.5@us.af.mil. (a) Addendum to the provision at FAR 52.212-1 ""Instructions to Offerors -- Commercial"": Offerors shall complete all portions of SF 1449 blocks 12, 17a, 26, 30a, 30b and 30c. In doing so, the offeror accedes to the contract terms and conditions as written in the Model Agreement, with attachments. Additionally, offerors shall fill in the Unit Price and Amount sections for CLINs 0001 (beginning on page 3 of the SF1449 Model Agreement).� The Total Agreement Price shall be stated by the offeror in Block #26 on page 1 of the SF 1449 Model Agreement. Cover Letter - offerors are to provide a cover letter with all required information specified within the provision at FAR 52.212-1(b)(1) thru (11) as applicable (See link: https://www.acquisition.gov/far/part-52#FAR_52_212_1). If a section does not apply to an offeror, simply state ""N/A.""� Offerors are permitted to provide additional information on your company that you deem relevant to this acquisition. Page Limitations - Offerors cover letter shall be no more than 3 pages in length. Page/Font Size - Although proposals are to be submitted electronically, the page size should be structured to print on a normal 8.5 X 11-inch sheet of paper. Margins shall be no less than 1 inch on all sides, using Times New Roman font size 12 or larger. Pages shall be numbered sequentially as applicable.
