Page 10 of 10 Contractor Questions/ Government Responses- Fuel Tank RFQ 36C24923Q0431 The Bid Schedule only appears to show the Base Year. How is the contractor to provide cost for the Options Years 1-4? Will the Bid Schedule be revised to reflect this? Government Answer-Please refer to the amended schedule Section E.3 refers to the award being made on  a best value basis with Technical, Past Performance and Cost being evaluated.  However, there do not appear to be any instructions on what exactly should be included for the Technical and Past Performance evaluations.  If they are to be provided, can the government provide direction on what information will be evaluated? Is this limited to what is state in Section E.1(b)(4)? Government Answer- There are no set number of references. The Government will evaluate any experience and past performance provided. CLIN 0002 is a request to dispose of up to 10,000 gal of fuel as a Base task award.  Each subsequent optional task for cleaning and polishing services has an associated task for up to 10,000 gal of fuel. This is a significant amount of volume that is not typical for a cleaning and polishing event of this size.  Is there some other factor(s) that contractors should be made aware of that the Government considered when preparing the level of effort for CLIN 0002 and subsequent options? Please clarify the reason for the high volume of disposal assumed under the Base task award. Government Answer- It is not 10,000 gallons, I am not sure where that number came from, the amount to budget for was 1,000 gallons as a precaution however past history has shown that we have never had sludge of any kind and maybe a couple inches of water in 1 or 2 tanks. Copper strip testing is requested, however this test is considered out dated and subjective by the industry. Please confirm this testing is required. Government Answer-This test is requested and wanted by the Facility Please confirm the full list of testing required in the reference to DFA1 (Usability Index). Government Answer- DFA1 will be removed from the SOW. P. 5, D. This states that test shall be performed between the work hours of 0730-1600. Please confirm that all services being provided must be performed during those hours, e.g., no work of any kind may be performed prior to 0730 or after 1600. Government Answer- No work of any kind except for cleaning up after 1600, most of Engineering and Safety have left for the day and if a spill were to occur, there is no one that can respond. All pumps need to be stopped and clean up commencing by 1600. P. 6, 5. Reporting Requirements If the defects are not able to be repaired by the Contractor, will the Contractor or the VA be responsible for repairs needed in order for the Contractor to continue service? Government Answer- Any equipment or part of VA property that is damaged by the contractor, they will be responsible for the repair. If the contractor identifies damage or a defect that was already present, then the contractor may be asked to provide a quote and to repair it if possible. Upon the discovery of a defect which requires repair, the contractor must alert the COR immediately. If the COR requests a quote from the contractor, no repair work will be conducted until contractor has been notified by the Contracting Officer. If the contractor is responsible for making/coordinating repairs of that nature, will there be a change order to the contract, or will a contingency line item be added to the Price Schedule to cover such possibilities? Government Answer- There will be a contingency added to the SOW, one for the emergency repair services firm fixed per hour and one for emergency repair parts that in the event a damage or defect is found to cover that possibility. CLINS 0003-0004, 1003-1004, 2003-2004, 3003-3004, 4003-4004 have been added to address any unknown repairs/defects that may be discovered during the contract performance period. P. 6, Price Schedule. There are only two CLINs in the Price Schedule, and no period of performance is noted. Please confirm if the two CLINS are for one contract year of service, and if so, how will the Agency determine pricing for each of the four subsequent option years?  Government Answer- Please see the new price schedule attached P. 16, C.10, VAAR 852.215-70. Please confirm the full credit percentage for SDVOSBs and the partial credit percentage for VOSBs. Government Answer- VAAR 852.215-70-71 is being removed as it was added in error and does not apply to this acquisition. Is there a current contract for the work being solicited? If so, please provide that awarded contract number or task order number (not the incumbent GSA contractor number). Government Answer- There is no current contract, the contract was completed in December of 2022. Please provide the name of the incumbent contractor, the annual award amount, and when the contract is ending. Government Answer- Last Contract was with Drew Fuel Environmental Service, the annual contract amount was $28,650.00 and the contract was only for a one time service which was  completed in December for FY 2023. Is the level of effort being performed under the current contract fundamentally the same as what will be required to fulfill the new contract? If not, please explain how the work will be different under this solicitation. Government Answer-There is no current contract. Is the incumbent eligible to bid on this solicitation? Government Answer-Yes. Just wanted to confirm this is a small business set aside and not a veteran owned small business set aside?  The limitations on subcontracting section mentions subcontracting VOSB and SDVOSB s; just wanted to confirm if utilizing VOSB/SDVOSB was required for this if it s a SB set aside requirement?  Government Answer- This is a small business set aside VAAR 852.215-70-71 were included in error and will be removed.
