����������������������� (i)� This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.� This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. INTENT TO SOLICIT ONLY ONE SOURCE The proposed contract action is for supplies or services for which the Government is soliciting and negotiating with only one source under the authority of FAR 13.106-1(b)(1)(i). The name of the company the Government intends to award a contract to is Advanced Measurement Technology (AMETEK), 801 South Illinois Ave, Oak Ridge, TN 37831-0895 (CAGE: 23070). This notice of intent is not a request for competitive proposals.� However, the Government will consider all proposals received prior to the closing date and time of this solicitation. ����������������������� (ii)� The solicitation number is W911QX23Q0152. This acquisition is issued as a Request for Quotation (RFQ). ����������������������� (iii)� The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-04, published on 2 June 2023. ����������������������� (iv)� The associated NAICS code is 334516. The small business size standard is 1,000 employees. ����������������������� (v)�� The following is a list of contract line item number(s) and items, quantities and units of measure, (including option(s), if applicable):� CLIN 0001: Quantity one (1) Solartron 1470E Potentiostat/ Galvanostat CellTest System (includes CellTest software and 147001A cables) CLIN 0002: Quantity one (1) 1400A (8-slot chassis) CLIN 0003: Quantity two (2) 1455A Frequency Response Analyzer (FRA) (1MHz) module CLIN 0004: Quantity one (1) Freight/shipping ����������������������� (vi) �Description of requirements: The Energy Conversion branch of the Intramural Research Directorate at the Army Research Laboratory (ARL) requires one (1) Solartron 1470E potentiostat/galvanostat Celltest System with the following minimum characteristics: Shall have one (1) 1400A (8-slot chassis) and two (2) 1455A FRA (1MHz) module frequency response analyzer (FRA) cards. Shall have a current capacity of � four (4) amperes per channel. Shall be able to parallelized up to 32 Amperes without requiring an external current booster. Shall have auxiliary measurement channels for investigating multiple anode/cathode electrodes. The Solartron Analytical CellTest System shall be specifically engineered as a versatile test system capable of characterizing the direct current (DC) and impedance properties of various energy storage devices including fuel cells, through multiple channels. The CellTest system shall incorporate multiple 1470E multi-channel potentiostats and several 1455A series frequency response analyzers (FRAs) that are connected to a computer. This setup allows for the concurrent execution of DC and impedance tests on multiple cells. By connecting Solartron 1455A series frequency response analyzer (FRA) modules to the 1470E, it shall be able to conduct Electrochemical Impedance Spectroscopy (EIS) tests on multiple cells simultaneously. The system shall be able to integrate the temperature controlled ovens and furnaces, which can be automatically controlled from a personal computer (PC) through a serial communications link. This feature shall enable the testing of cells at various temperatures, such as evaluating solid oxide fuel cells at temperatures reaching up to 1,000 degrees Celsius (�C). The 1470E and 1455A FRA units shall offer Ethernet control, allowing convenient local or remote control of the instrumentation from a PC connected to the same Ethernet network. This setup shall enable the configuration and execution of experiments from a calm office environment, while the test equipment and cells can be physically situated in a separate room or building. ����������������������� (vii) Delivery is required no later than 19 weeks after receipt of order (ARO). Delivery shall be made to 2800 Powder Mill Rd, Building #102, Receiving Room, Adelphi, MD� 20783. Acceptance shall be performed at 2800 Powder Mill Rd, Adelphi, MD� 20783.
