Description
This is a Notice of Intent published in accordance with Federal Acquisition Regulation (FAR) 6.302-5(c)(2)(ii) requiring the dissemination of information regarding proposed contract actions. This Notice of Intent is for a proposed award of a sole source, firm-fixed price contract under the authority of 38 USC 8127(c), as implemented by 819.7008 Sole source awards to verified service-disabled veteran-owned small businesses� Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. The Department of Veterans Affairs, Network Contracting Office 23 intends to award a sole source, firm-fixed price contract to Four Points Technology, LLC for to upgrade the existing Philips patient monitoring equipment for the Sioux Falls VA Health Care System.� The reason for this sole source procurement to Four Points Technology is because Four Points Technology is the only source that has the Philips products available on an indefinite delivery vehicle (SEWP Contract NNG15SD22B). �The Department of Veterans Affairs requires the Philips patient monitoring equipment to ensure the safety of the veterans in accordance with 41 U.S.C. 3304(a)(1), as implemented by FAR 13.106-1(b)(2) - Only One Source has an indefinite delivery vehicle with the Philips patient monitoring equipment listed on it. The North American Industry Classification System (NAICS) code for this requirement is 339112 and the service code is 6515. While this synopsis does not constitute a solicitation, interested vendors may identify their interest and capability to satisfy the requirement. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. The Government understands that Four Points Technology, LLC is the only vendor that can provide the Philips patient monitoring equipment under an indefinite delivery vehicle. �However, vendors that believe they can provide the capabilities required to fully meet the Government's requirement through a indefinite delivery vehicle may submit information in writing to John.milroy@va.gov by 4:00 PM Central Time July 29, 2023. Such documentation will be reviewed solely for the purpose of determining whether or not to conduct the procurement on a competitive basis. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
