Notice of Intent to Sole Source HT941023N0067 THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE NON-PERSONAL SERVICES CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. The Defense Health Agency Contracting Activity (DHACA), Western Markets Contracting Division (WMCD), San Diego, intends to negotiate and award a firm fixed price contract for licensing subscriptions of document control and continuing education and accreditation maintenance software in accordance with Federal Acquisition Regulation (FAR) 13.501(a) Sole Source acquisitions and FAR 13.106-1(b)(1)(i), only one source being available to meet the Government�s needs, to: Medialab Inc. 1745 N Brown Rd. STE 300 Lawrenceville, GA 30043-8157 The North American Industry Classification System (NAICS) code for this requirement is 513210 � Software Publishers; the business size standard is $47,000,000. The Product Service Code (PSC) is DA10- IT and Telecom - Business Application/ Application Development Software as a Service.The objective of this sole source award is to procure non-personal services to provide subscriptions for document control at the Laboratory departments at Naval Hospital Yokosuka and the 374th Medical Group at Yokota Air Base Japan (Yokota). The anticipated period of performance is for base year plus four (4) additional option years (13 September 2023 � 12 September 2028). The Naval Hospital Yokosuka and the 374th Medical Group at Yokota have a requirement for an online subscription service that provides document control, continuing education and accreditation maintenance services all in one platform for their laboratory departments. The contractor shall perform the following services in accordance with the Performance Work Statement (PWS). All document control must include version management, annual review tracking, technician review notification and must be capable of maintaining personnel records and operating instructions. Document control and personnel documentation shall meet or exceed the standards set for by the College of American Pathologist (CAP), the Clinical laboratory Improvement Act (CLIA), the Joint Commission and the Food and Drug Administration (FDA). All continuing education courses offered by the contractor shall meet or exceed American Society of Clinical Pathologists (CAP) education requirements for maintaining certification within the Laboratory Medicine field. Contractor shall maintain the hosted site with the network running at least 95% of the�time. Contractor shall notify the local laboratory administrator of any scheduled network downtime at�least 48 hours prior to the outage. The work shall be performed at: Naval Hospital Yokosuka PSC 475 Box 1 FPO AP Yokosuka, JAPAN 96350-1600 374th Medical Group, Unit 5071, Yokota Air Base, APO AP 96328-5071, Japan Based on market research, Medialab Inc is the only source that can meet the Government�s minimum requirements to provide Medialab licensed subscriptions for document control, continuing education and accreditation maintenance software. This notice of intent is not a request for competitive proposals, and no solicitation document exists for�this requirement. Sources interested in responding to this notice are required to submit a capability�statement that includes management and technical data and cost information, in sufficient detail and with�convincing evidence that clearly demonstrates the capability to provide the required services for Naval�Hospital Yokosuka and Yokota. Capability statements shall not exceed six (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be�considered by the Government. A request for documentation or additional information or submissions�that only ask questions will not be considered as an affirmative response. A determination by the�Government not to compete based on responses to this notice is solely within the discretion of the Government.
