Description

NOTICE OF INTENT TO AWARD SOLE SOURCE: The National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Office of Law Enforcement (OLE), Northeast Division (NED) intends to negotiate on a sole source basis with ProtectedSeas Marine Monitor, LLC (Anthropocene Institute LLC) for single award for the purchase of continued annual Mobile Marine Monitor (M2) software support acquired in FY22. No other commercial entities� software solutions will support the M2, M2 Software is the only compatible software available on the market. Only one responsible source and no other supplies or services will satisfy agency requirements. The award will be made using other than full and open competition procedures. The North American Industry Classification Code (NAICS) for this acquisition is 811210 with a business size standard of $34.0M. This notice is not a request for quote/proposal and no solicitation will be issued. A determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that demonstrates their products capabilities and specification. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. This procurement will be prepared in accordance with FAR Part 13, using Simplified Acquisition Procedures.
