NOTICE OF INTENT TO AWARD A SOLE SOURCE This Notice of Intent is not a request for competitive proposals. This is not a solicitation or request for offers. No solicitation package is available and telephone requests will not be honored. Only one responsible source and no other supplies or services will satisfy agency requirements. The FWS GREEN BAY FISH RESRC OFC intends to award a sole source purchase order to Oregon RFID, INC. to furnish: Passive Integrated Transponder System SPECIFICATIONS Oregon RFID, Passive Integrated Transponder System Product Features Name of Item: Multi-Reader, Auto-Tuners Manufacturer: Oregon RFID Model Number: ORMR Multiple Antenna Reader Salient Characteristics - ORMR Multiple Antenna Reader: Key characteristics: o Contains four channels that switch up to four separate antennas � allowing for customizing antenna configuration and increasing detection efficiency o Customizable read speed per each antenna o Power-safe mode � switching reading antennas allows for reduced power expense o Geospatial capabilities o Bluetooth accessible o Tuning indicator incorporated into the multi-reader structure o Beeper system (tag indicator) built into the multi-reader o USB-to-Serial cable accessible o Powered by 12-20 volts DB (1-3 amps) o RS232 console port (115200 baud) o RJ45 network connector input from upstream reader/output to downstream reader (to run multi-readers in synchronized series) o Responsive customer service o Fully customizable to best support remote fish movement work and be used in diverse systems through time by building site-appropriate antennas - Auto-Tuners o Capacitance range: 10-85 nF o Inductance range: 16-135 �H o Multiple discrete capacitors connected in combination to provide a range of capacitance o Tuning indicator within multi-reader automatically sets the appropriate frequency for the auto-tuners � multi-reader can be configured to automatically check and reset the frequency of the tuners at specific time intervals Capabilities The Oregon RFID ORMR Multiple Antenna Reader is extremely customizable, flexible, and reliable. With an additional 5 multi-readers, we will be ablet to expand our coldwater movement from the system-scale to watershed wide, which would allow us to better meet our programmatic goals and objectives. Increasing fish movement monitoring will allow us to better prioritize our restoration project site selection and will future provide information related to stream temperature, climate resiliency, and adaptation. Oregon RFID is the only source for this extremely customizable equipment that we will be able to use for years to come on numerous different systems throughout the Lake Michigan Basin. The Oregon RFID multi-readers are essential to the success of our monitoring programs; comparable equipment cannot be sourced elsewhere. Any brand or product that does not meet these specifications, exactly, will be unacceptable. The North American Industry Classification System Code (NAICS) for this requirement is 334419 with the size standard of 750 employees. The Federal Supply Code (FSC) / Product Service Code (PSC) procurement is D304. This purchase will be made utilizing Simplified Acquisition Procedures in accordance with: Federal Acquisition Regulation (FAR) Part 13.106-1(b) for purchases not exceeding the simplified acquisition threshold of $250,000. Interested parties may identify their interests and capability to respond to this requirement within three (3) calendar days of the publication of this notice. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed purchase order based upon response to this notice is solely within the discretion of the Government. No reimbursement for any cost connected with providing capability information will be provided.
