Description

The Navajo Area Indian Health Service, Tsaile Health Center for Rock Point Field Clinic, Medical Department intends to award a non-competitive, sole source to proposed contractor, Welch Allyn for the purchase of an 12-Lead Multi Channel Electrocardiograph with accessories and thermal paper. Authority cited FAR Part 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirements. The Proposed Contractor shall provide the Electrocardiograph with accessories and thermal paper to perform automated RPR Testing services at the Rock Point Field Clinic. The Proposed Contractor is the only certified service vendor uniquely qualified and the only source for providing services, service contracts, parts, thermal paper and software for the 12-Lead Multi Channel Electrocardiograph System. Cardiology Professional Services included in INS-PS-CARD 0: ECG Installation includes Project Management and on-site installation for up to 4 ECG carts. 1 optional day of clinical in-service trainings included in quote. On-site assembly of ECG carts is not included in INSPS-CARIDO and but may be purchased separately. Connectivity partner is Epiphany (with existing ELI380's) may need to add new location. All technical services weather remotely or on-site will be delivered between the hours of 8 am and 5 pm Monday - Friday. Clinical training is limited to 8 hours per day Monday - Friday and may be arranged to accommodate nursing shift changes as required by the facility. Installation and training dates will be mutually agreed-upon during project planning. Customer shall notify Hill-Rom of any changes to scheduled on-site activities at least 14 days prior to such scheduling event. If notification is less than 14 days prior to the on-site activity, rescheduling fees will apply. The Proposed Contractor is the only vendor to maintain the life of the instrument, including but not limited to any instrument enhancements, modifications and/or software updates. This notice of intent to award a sole source contract is not a request for competitive proposals. There will be no solicitation available for competitive quotes. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted.� If no affirmative written response is received by August 07, 2023, 1:00PM MST, the contract will be issued without further notice. A determination by the Government not to compete the proposed procurement base upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.� Any solicitation resulting from the analysis of information obtained will be announced to the public in Federal Business Opportunities in accordance with the FAR Part 5. However, responses to this notice will not be considered adequate responses to a solicitation. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
