Description
Pre-solicitation Notice: On-site Radiation Oncology Therapy Services ATTACHMENT 1: A solicitation will be issued as full and open competition unrestricted. The Department of Veterans Affairs (VA), VISN 08, Bruce W. Carter VA Medical Center (VAMC) located at 1201 NW 16th Street, Miami, FL 33125 intends to solicit quotes from contractors to provide On-site Radiation Oncology Therapy Services to the VAMC under an indefinite-delivery contract (IDC). The Contractor shall furnish all personnel to provide services necessary to perform On-site Radiation Oncology Physician, Therapeutic Medical Physics and Dosimetry Support Services to eligible beneficiaries of the Department of Veterans Affairs (VA), Bruce W. Carter VA Medical Center (VAMC), Miami VA Healthcare System (hereinafter referred to as MVAHCS). All Veterans Health Administration (VHA) Radiation Oncology Services are accredited by a nationally recognized accrediting body contracted through the National Radiation Oncology Program (NROP). As such any Contractor providing on-site radiation oncology services must adhere to all the policies and procedures; practice standards, guidelines, patient care operations; patient safety; quality assurance and quality management of radiotherapy planning, equipment, and delivery; and continuous quality improvement initiatives promulgated by the American College of Radiology, American Society for Radiation Oncology and American Association for Physicist in Medicine. A contractor providing on-site radiation oncology services must provide evidence the radiation oncology practice meets or exceeds the established clinical practice guidelines and standards. The Contractor shall propose a minimum of 0.6 (1248 hours) full time equivalent (FTE) Radiation Oncology Physician (ROP), .2 FTE (496 hours) FTE Therapeutics Medical Physicist (TMP), and .1 FTE (240 hours) FTE Certified Medical Dosimetrist (CMD) key personnel to be credentialed and be available for scheduling to meet the requirements of the contract. License: Contract physician(s) assigned by the Contractor to perform the services covered by this contract shall have a current license to practice medicine in any State, Territory, or Commonwealth of the United States or the District of Columbia. All licenses held by the personnel working on this contract shall be full and unrestricted licenses. 1. Radiation Oncology Physicians (ROPs): The Contractor shall provide American Board of Radiology (ABR) certified physicians in the area of Radiation Oncology and contract physicians shall maintain certification throughout the period of performance. In the event that Contractor s Radiation Oncology Physician(s) is/are not directly employed by the treating facility, documentation must be provided to ensure adequate certification. ROP Qualifications: Must be certified in Radiation Oncology by the American Board of Radiology (ARB) with at least four (4) years of continuous work experience within the last five (5) years to ensure the physician s experience is current and relevant. The Radiation Oncologist must also have the following minimum years of experience and knowledge on the following procedures, equipment, and software: - Two (2) years of experience - Documentation detailing patient consult, follow- up, re-evaluation, on-treatment visits per ACR/APEx standards including but not limited to ordering appropriate radiological imaging with or without contrast, lab test, when necessary appropriate medication to manage radiation induced side effects. Documentation detailing continuous participation in Tumor Boards, daily morning report and weekly physician peer review. - One (1) year of experience - Documentation detailing patient consult notes, follow-up notes, and on-treatment visits (OTV) experience in a healthcare system that is ACR/APEx certified. - One (1) year of experience - Varian Linear Accelerators: TrueBeam with Rapid Arc (or equivalent). - One (1) year of experience - Image Guided Radiation Therapy (IGRT) including Cone Beam CT (following standards of TRG-142), Align RT, RadCalc, radformation. - One (1) year of experience - Eclipse treatment planning system, order a physician treatment planning directive to include initial treatment prescription(s); and ARIA record & verify system, including the following treatment modalities: SRS, SRT, SBRT, and IMRT. - One (1) year of experience - Verifying QA results through portal dosimetry, SRS Mapcheck, and ArcCheck (or equivalent). - One (1) year of experience - Toshiba (canon) CT simulator (or equivalent) using IV contrast. 2. Board Certified Therapeutic Medical Physicists (TMPs)-MS Level: The Contractor s TMPs must be Board Certified in Medical Physics or Therapeutic Medical Physics by the ABR and maintain licensure with the Board of Licensure for Professional Medical Physicists, if applicable. Certification must be maintained throughout the contract period of performance (POP). TMP Qualifications: Must have at least five (5) years of documented post-board experience after board certification and at least three (3) years of continuous work experience within the last five (5) years to ensure the TMP s experience is current and relevant. Senior TMP must also have the following minimum years of experience, expertise, and knowledge on the following procedures, equipment and software: - Five (5) years of experience Documentation detailing experience in performing daily, monthly and annual QA procedures. - Three (3) years of experience Documentation detailing Therapeutic Medical Physics in a healthcare system that is ACR/APEx accredited. - Three (3) years of experience - Varian Linear Accelerators: TrueBeam following standards of TG-142 - Three (3) years of experience -Image Guided Radiation Therapy (IGRT) including Cone Beam CT, respiratory gating, Align RT (following standards of TG-142). - Three (3) year of experience - Eclipse treatment planning system; and ARIA record & verify system, including the following treatment modalities: 2D/3D Conformal, SRS, SRT, SBRT, and IMRT/VMAT (following standards of TG-53) - Three (3) years of experience - QA: Portal Dosimetry (or equivalent), RadCalc, Radformation, and SRS QA Phantom. - Three (3) years of experience Toshiba (Canon) CT Simulator (or equivalent) and following standards of TG-66 - Three (3) year of experience Skin collimation. - Successfully perform one (1) acceptance testing (i.e., work with vendor to ensure proper working condition during installation) on a linear accelerator. 3. Certified Medical Dosimetrists (CMDs): The contractor s CMDs must be certified by the Medical Dosimetrist Certification Board (MDCB). CMD qualifications: Must have at least two (2) years of continuous work experience within the last three (3) years to ensure the CMD s experience is current and relevant. CMD must also have the following minimum years of experience, expertise and knowledge on the following procedures, equipment and software: - Two (2) years of experience - Documentation detailing experience in performing QA procedures. - One (1) year of experience - Documentation detailing CMD experience in a healthcare system that is APEx accredited. - One (1) year of experience - Varian Linear Accelerators: TrueBeam with Rapid Arc (or equivalent). - One (1) years of experience - Image Guided Radiation Therapy (IGRT) including Cone Beam CT (following standards of TG-142), Align RT, RadCalc, and Radformation. - One (1) year of experience - Eclipse treatment planning system; and ARIA record & verify system, including the following treatment modalities: SRS, SRT, SBRT, and IMRT (following standards of TG-53) - One (1) year of experience Portal dosimetry, SRS Mapcheck and ArcCheck (or equivalent) - One (1) year of experience - Toshiba (Canon) CT Simulator (or equivalent) The anticipated period of performance will be from November 05, 2023, through November 04, 2028, for the base year and four (4) one (1) year option periods. The solicitation will be prepared in accordance with the Federal Acquisition Regulation (FAR) Part 12 and evaluated in accordance with the procedures of FAR Part 13.5. The solicitation document will be issued as Request for Quote (RFQ) 36C24823Q1690. The VA anticipates issuing an unrestricted solicitation for this requirement on or about July 27, 2023. Interested contractors will be responsible for downloading copies of the solicitation and any subsequent amendments from this website. No hard copies will be made available. The solicitation will provide instructions to contractors about the response to the RFQ submission process.
