Description
The purpose of this Solicitation Amendment is to answer questions that were submitted by industry. QUESTION #1: Currently the pricing spreadsheet (attached) identifies separate line items for Disposal fees, Stop Fees, Installation fees and Container Rental charges.  Typically, Reusable Sharps programs are not billed/charged in this manner.  The majority of the Reusable Sharps contracts that we hold and are aware of with the VA across the country are billed either by the container or by a flat monthly fee based on a total container count.  Reusable Sharps programs typically have all related and relevant changes (including installation charges) included in the container rental cost not itemized separately.  It appears that the Government would like to only be billed for container usage each time a container is exchanged.  That type of billing strategy would be by the turn each time a container is exchanged.  This would require an estimate by the Government on approximately how many times each size container can be expected to be exchanged.  On the other hand, most of the Sharps contracts that we hold are changed by a flat monthly fee which then means that containers can be exchanged as often as necessary for one flat monthly fee which is also good for budgeting purposes for the Government as well as for the vendor.  RESPONSE TO QUESTION #1: Our intent with the current pricing schedule was to capture information regarding the costs with the container installation, stop fees, disposal, and container rental charges. Due to the possibility of ordering more installations/containers for future activations we need to know the exact charges for each. The CLINs for rental charges were based on the number of containers x POP months (ex. 100 containers x 12 Months) would equal 1200 units per Period of Performance, and not turns. This configuration in my mind was exactly what you were alluding to with your statement the Sharps contracts that we hold are changed by a flat monthly fee which then means that containers can be exchanged as often as necessary for one flat monthly fee which is also good for budgeting purposes for the Government as well as for the vendor. If the Government requires 15 more X Gal. containers, then we have a definite price for budgetary considerations. It is also much cleaner than taking the total cost and dividing it against the quantity of containers in the Performance Work Statement (Which can change over time) and arriving at a price that is close. If there were 6 months left in a period of performance and the Government required an additional 20 containers (priced at $10.00/EA for installation) and ($20.00/EA for rental fees), then the Government would know exactly what the prices were in this model. The Government would increase the quantities $1,200 for the installation and $2,400 for the rental fees. We would perform this increase this over the remainder of the period of performance and all future option years. The Performance Work Statement does provide the Government the ability to procure additional containers if more are needed. If you wish to provide a quote where installation charges are included at no charge to the Government, then you can simply state that the price for installation is ($0.00) in the price-cost schedule. Any deviations in pricing to the schedule should be identified in the submitted documentation for clarity.
