Description
VAMC CINCINNATI, OHIO 3200 Vine St Cincinnati, Ohio 45220 Electronic Key Management System Statement of Work 1.1 The VA Medical Center in Cincinnati, Ohio requires the purchase of a new Electronic Key Management System (EKMS), in order to meet physical security standards in tracking and accountability of keys used by the Police Service of the Medical Center and to replace our current system which is at end of life. Background 2.1 Current system is at end of life and has had to have repairs and has crashed on several occasions. The system does work well and serves as the sole depository for controlled keys which control all locked spaces within the facility. There is an EKMS located within Police Service at both Cincinnati and Fort Thomas. 2.2 Police staff members routinely utilize the current system. This system works well to meet all controlled item regulatory and policy requirements while ensuring that accountability for items under strict control is consistently maintained at all times at both Fort Thomas and Cincinnati Medical Centers. 2.3 Utilization of electronic key management system has proven effective at the facility, but new versions of the existing system and the corresponding updated system will greatly benefit the facility. Objective 3.1 Implementation of EKMS will be used in order to maintain 100% accountability of keys that open all restricted and unrestricted areas of the facility. 3.2 The EKMS will enable staff members to retrieve the keys that they need, when they need them, while documenting the who and when of the exchange. Business and Technical Environment 4.1 Requested equipment will be available for operation twenty-four hours per day. 4.2 Responsible service, Police, has employees of various positions on duty twenty-four hours per day, every day, and grants access to other services via Physical Access Control Systems (PACS) or physical access entry via a door key. 4.3 Requested equipment must have self-contained computer system that allows for utilization and visual reporting without network access. Description and Scope of Work 5.1 Requested equipment must have optional, web-based application for tracking and reporting based on queries generated by local administrators. 5.2 Requested equipment: Must have capability to use and update system components to utilize US government issued Identification Cards compliant with Homeland Security Presidential Directive - 12 (HSPD-12) requirements (current and future) with a supplemental unique pin code for each individual staff pin number eligible for system access. 5.3 Requested equipment must have expansion capability, to facilitate additional keys in the future. Requested equipment will operate on Windows 10 or newer operating system. 5.5 Requested equipment must operate on 110-120v alternating current. 5.6 Requested equipment will include onboard battery backup system with restricted manual override capability. 5.7 Mount EKMS in a location designated by the Customer (assuming location allows proper operation of the Key Management System) Will configure email notifications with email addresses and server information. 5.8 Will provide initial key setup in the system s control file during training for the Key System Administrators. 5.9 Will complete the Training Acknowledgement document with the two Key System Administrators at completion of training to acknowledge their understanding of the features, functions, and operation of the purchased system. 5.11 Will set up Networking or Remote Administration features only IF these functions have been purchased by the Customer and the proper information has been provided. Deliverables: Vendor will provide the following 6.1 24/7 technical support call center. 6.2 Initial supply of all consumable components (i.e., key fobs and tamper seals). 6.3 Replacement of consumable components (i.e., key fobs, light bulbs, and tamper seals). 6.4 Monthly preventative maintenance program with contracted start and stop service dates (12 months minimum). 6.5 On site or remote setup, initial training, and Go Live Implementation for minimum of 1 day. 6.6 Full data upload of keys to be used. 7.1 Resources and Requirements 7.2 Vendor will have current government contract authorizing solicitation by being registered in SAM.gov. 8.0 Approach and Methodology 8.1 Vendor will provide prompt and secure shipping of purchased equipment with applicable tracking systems in place. 9.0 Performance Standards 9.1 Purchased equipment is intended to arrive undamaged and functioning. If equipment is found to be in otherwise condition, it will be returned at cost to the vendor. 10.0 Reporting and Communications 10.1 Vendor is responsible for communicating with purchasing facility regarding shipment or any delays related to the purchase. 11.0 Government Representative and Support 11.1 Purchasing facility will provide contact information related to individuals involved with the equipment purchased. 12.0 Location of work 12.1 All work will be performed at the Cincinnati Veteran Affairs Medical Center, Cincinnati, Ohio 45220 / 1000 S. Ft Thomas Ave, Fort Thomas, KY 41075. The system will be located at VAMC Cincinnati in Building 1, Rm C119, and a location to be determined by the customer at the Fort Thomas Facility.
