- This is a Request for Information (RFI) only and does not constitute a commitment, implied or otherwise, that the NASA Wallops Flight Facility Exchange will take procurement action in this matter.� Further, NASA will not be responsible for any costs incurred in furnishing this information.� This RFI is seeking expressions of interest and a statement of capabilities from any public or private organization that is interested in providing child development center operations at the Wallops Flight Facility in Wallops Island, Virginia. The NASA Wallops Exchange seeks to partner with an organization for daily operations of its future child development center at NASA�s Wallops Flight Facility.� Facility expects to be open for students in fall 2024. �Proposing entities would be responsible for providing staffing, curriculum, compliance with all state licensing requirements, and beginning preliminary application for accreditation within one year from opening of child development center to establish accreditation with the National Association for the Education of Young Children (NAEYC). The NASA Goddard Space Flight Center/Wallops Flight Facility/NASA Wallops Exchange will provide the facility to include outfitted classrooms (furniture, cabinetry, plumbing, electrical, internet, phone, lighting, television, toys, learning areas, etc.), restroom facilities (in-classroom restrooms, handicap accessible restroom and staff restroom), kitchen (with commercial refrigerator/freezer, warmer, microwave, cabinetry and storage), director office (with furniture, phone, internet connectivity) and reception area (with furniture, phone, internet connectivity).� NASA will provide facility maintenance, janitorial services, pest and rodent control, grounds maintenance, security services and fire services. The NASA Wallops Exchange expects the partner organization to meet requirements listed below: All staff members will be subject to and can pass thorough background check Director must be certified to meet Virginia State Licensing Standards Training on topics to meet Virginia State Licensing Standards but also any topics that are deemed necessary by NASA Established early childhood curriculum Normal facility operations will be Monday-Friday 6:30 a.m. � 5:30 p.m. on all days NASA Wallops is open.� Annual inspections by Virginia Health Department Provide programming inclusive for all students. Establish parent fees comparable with local area. Facility will support approximately 50 students, from 2-5 years of age while maintaining state licensing requirements for staff-child ratio. Providing healthy snacks and beverages consistent with USDA Nutrition standards. NASA Wallops Exchange intends to enter into a no-cost agreement with the proposed candidate.� No appropriated funds will be provided for operation of this shared-cost contract.
