- DEPARTMENT OF VETERANS AFFAIRS Justification for Single Source Awards IAW FAR 13.106-1 For Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K) Acquisition Plan Action ID: 36C263-23-AP-2483 Contracting Activity: Department of Veterans Affairs, VISN 23, Omaha VA Medical Center, 2237: 636-23-2-1963-0163 Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The NWIHCS Dermatology Section needs a new full-body phototherapy unit for patient care services. NWIHCS Dermatology has no phototherapy care capacity. Phototherapy is used to treat cutaneous lymphoma and numerous inflammatory dermatoses. NWIHCS expects an influx of PACT Act veterans requiring Dermatology services over the next several years, and phototherapy units are cost-effective way to mitigate multiple dermatoses. At this time, all patients requiring phototherapy are either sent to Care in the Community affiliate institutions or put on costly medications such as adlimumab or ustekinumab. NAME BRAND ONLY. Estimated Amount:$21,5000 Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: Daavlin phototherapy units are used extensively at partner affiliate institutions. Clinical staff are already trained in Daavlin product operation and can assist in training Nursing staff. Combination UVA/UVB lamps in a 24 Lamp Cabinet Size and power restrictions require the following: Standard 110v outlet compatibility Height: 77 Width: 41 Depth: 30.5 Description of market research conducted and results or statement why it was not conducted: Market Research completed. No items found on GSA Advantage, ECAT, or SAC Contracts. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b).
