- The USGS is seeking the procurement of the operation of a field located precipitation collection station, on a weekly basis, as part of the USGS National Trends Network (NTN), in accordance with instructions described in the Operations Manuals (provided). Perform all the functions described in the Manuals. In the laboratory, perform the required measurements, complete the Reporting Form, package the sample, and ship it to the laboratory via FedEx 2nd Day Air, using USGS provided prepaid mailers. Period of Performance will be 08/15/2023 through 08/14/2028. The entire NADP network contracts with the NADP Central Analytical Laboratory (CAL) University of Wisconsin's State Laboratory of Hygiene deal directly with the providers and individual operators regarding site specifications and maintenance, their performance, site operations, checking of data contained in the Reports Form, arranging for provision of needed replacement parts and where necessary, guidance andtraining. As appropriate, a CAL employee or the site operator can contact the USGS directly for assistance or guidance. The USGS is aware of no other source that can provide the above. Therefore, it intends to make an award to Derek Hurley, unless it is contacted by any who believes they have obtained similar technical expertise and can provide the same service. Vendors are invited to contact the Contract Specialist, Miranda Blankenship via email at mblankenship@usgs.gov no later than 12:00PM EST, Thursday, August 3, 2023 with an affirmative answer. Sole Source Justification States the Following Part: The Department of the Interior, United States Geological Survey, Office of Acquisition and Grants plans to contract by means other than full and open competition. This document sets forth the justification and approval for use of one of the exceptions to full and open competition allowed under the Competition in Contracting Act (CICA) of 1984. The U.S. Geological Survey (USGS), Water Mission Area, Observing Systems Division, Hydrologic Networks Branch requests a sole source acquisition with the following provider of atmospheric deposition station operation services for a cooperatively supported station between the USGS and the site owner and operator in support of the interagency National Atmospheric Deposition Program, National Trends Network (NADPNTN): The station, designated site FL14 in the NADP-NTN network is located in Gadsden County near Quincy, Florida, latitude 30.5486, longitude -84.6004 on land owned by the State Agricultural Experiment Station (SAES), University of Florida Operation dates for base year are � August 15, 2023 to August 14, 2024. Option Year 1 � August 15, 2024 to August 14, 2025. Option Year 2 � August 15, 2025 to August 14, 2026. Option Year 3 - August 15, 2026 to August 14, 2027. Option Year 4 � August 15, 2027 to August 14, 2028. Operation of a NADP/NTN wet atmospheric monitoring station. Operation requires weekly site visits to the site to collect, process, and ship the precipitation sample, collect, process and transmit associated data with the site including the precipitation gage record and perform routine instrument checks, maintenance and repairs as needed. The proposed action may be awarded without full and open competition under 41 U.S.C. 253(c)(1) as implemented in FAR 6.302-1. Mr. Hurley is an employee of the State Agricultural Experiment Station (SAES), University of Florida, and is being trained to operate this site by the former site operator. The precipitation monitoring equipment is located on the University�s property, the electric power is provided by the University, and the field and laboratory equipment are owned by and housed in University�s facilities. Mr. Hurley, as an employee of the Experiment Station and University has access and permission to access the site to perform these tasks. The site is not open and available to the public. Where a USGS-supported site can be potentially operated by any number of interested individuals or organizations, we offer those site duties via a competitive process. This document describes the situation where we have sites that cannot be competed due to the cooperative partnership aspect of the site location and ownership. No other source is known in the Quincy, Florida, area that is qualified to complete the requirement.
